R. Dalenov: The introduction of the local government budget will help develop regional economy

During today’s press conference following the Government meeting, First Deputy Minister of National Economy Ruslan Dalenov and Deputy Chairman of the Treasury Department of the Ministry of Finance Aigul Baigozhina told about the goals and benefits of introducing the fourth level of the budget and municipal property of local government.

As Ruslan Dalenov noted, since January 2018, 1062 local government budgets have been created. Also, the Deputy Minister explained the essence of the adoption by settlements of the fourth level of the budget.

There were Akims of villages before, but goods and services for them were bought from the district. They themself could not buy anything. Today they are given budget independence. That is, the Akimat together with its public council spends this money independently. And it spends precisely on the development of the village, can buy goods and services in its village. This is the first stage of the reform. First of all, this develops regional economy, � Ruslan Dalenov said.

The Deputy Minister also added that the key factor here is that local taxes remain in the same village.

If an Akim wants to increase the budget, he will be interested in developing small businesses in his village. It is very important. He has an incentive, responsibility, and an understanding for which part of the economy he is responsible, � R. Dalenov said.

At the same time, according to Aigul Baigozhina, the main goal of the innovation is the introduction of the policy of local selfgovernment development.

Thanks to the introduction of the fourth level of the budget, we will establish a system of interaction between the population, local government and government bodies, and raise the standard of living of the population. The population will independently solve the problems of settlements, villages, and districts. There will be political stability of both the regions and the state as a whole, � A. Baigozhina stressed.

In total, according to the Deputy Chairman of the Treasury Department, for the first quarter of 2018 about 27 billion tenge was received, including tax revenues of about 5 billion tenge, 3 billion tenge LSG account balances from the previous year, which were also handed over to the local government budget. To date there are balances in the amount of 5 billion tenge to be transferred to local selfgovernment.
