Prime Minister instructs to effectively plan expenses within “Nurly Zhol”

by February 14, 2017 Key Issues

During the Government meeting Prime Minister Bakytzhan Sagintayev instructed to review financing plans for projects of the Nurly Zhol state program.

Prime Minister Bakytzhan Sagintayev noted that in general, the main activities of the 2016 program were accomplished, at the same time by the end of the year there is some incomplete application of funds.

The Prime Minister reminded that in September last year, at the Government meeting he instructed the program administrators to keep the issues of timely application of funds and project realization under strict control.

Therefore, I think that the main cause for incomplete application of funds is lack of proper control by the Akims. Another issue is the quality of planning and timing of application of allocated funds. In a two-year funding, significant amount of funding is put at the end of the second year, so it is necessary to plan out how this can be fixed. Also for those activities where there are risks of misapplication, it is necessary to make proposals for redistribution of funds, B. Sagintayev noted.

In addition, the Prime Minister instructed the Ministers, when visiting regions for participating in reporting meetings of Akims with the population, to necessarily acquaint with the progress of construction of main entities of the Nurly Zhol state program and to reflect it in their reports.
