Prime Minister Bakytzhan Sagintayev discusses topical issues which concern the business community in Pavlodar
At the meeting with members of the Pavlodar regional council of NCE Atameken, Prime Minister Bakytzhan Sagintayev discussed issues of improving the business environment and involvement of representatives of small and medium-sized businesses in modernizing the economy.
Measures of state financial and legislative support and issues of further improvement of the business environment were the main topics of the meeting. It was about reducing the number of inspections and requirements and optimizing the processes of issuing permits and notes.
For an industrial region, one of the topical issues is technological modernization of enterprises. Digitalization and automation of production processes within the framework of Modernization 3.0 will lead to the flow of labor resources from the industrial sector.
In this regard, as part of the productive employment and mass entrepreneurship development program, the business community and local executive bodies need to take measures to create new jobs, retraining the released workforce. Akim of Pavlodar region B. Bakauov reported on this work.
Entrepreneurs of the region raised the topic of availability of SEZ Pavlodar tax preferences for start-up projects, accessibility of financial resources under the Business Roadmap 2020 program, and the formation of a single producer register.
In addition, topical issues for Pavlodar businessmen are the protection of domestic producers from unscrupulous entrepreneurs, definition of criteria for classifying businesses as large or small. Members of the regional council of NCE Atameken were also inquired about licensing procedures for educational institutions and the processes of issuing electronic invoices.
The proposals and questions of entrepreneurs of the region were commented by Minister of National Economy T. Suleimenov, Minister of Investments and Development Zh. Kassymbek, Minister of Energy K. Bozumbayev, Deputy Minister of Education and Science B. Assylova.

Poplavets, Director General of JSC “Kazenergocabel” O. Kruk, head of the “Talapker” household A. Beisembinov, Director of LLP “SOM-PV” A. Dyak, Director of LLP “Galitskoe” A. Kasitsyn.
In accordance with the instruction of President N. Nazarbayev, development and creation of favorable conditions for entrepreneurship are among the main priorities in the Government’s work. Over the past three years, about 1.7 trillion tenge has been allocated to support the country’s economy, and over 200,000 new jobs have been created.
More than 12 thousand projects in the sphere of small and medium business were financed within the framework of financial support measures. At the beginning of this year, a new program was adopted to develop productive employment and mass entrepreneurship, which provides micro-loans for up to 17 million tenge with a final rate of no more than 6%.
