Prime Minister Bakytzhan Sagintayev discusses business environment development in the framework of Modernization 3.0 with Kostanay’s entrepreneurs
As part of his working trip to Kostanay region the Prime Minister of the Republic of Kazakhstan held a meeting with members of the Regional Council of NCE Atameken, which discussed the issues of interaction of entrepreneurs with local executive bodies, measures of State support of business, and the perspective directions of entrepreneurship development in the region.
The Prime Minister drew the attention of business representatives to the growth points that open within the framework of the Third Modernization of the country’s economy. B. Sagintayev called on entrepreneurs to take an active part in joint work to improve the business environment and deregulation, accelerated growth of mass entrepreneurship in new economic sectors, new industries, services, tourism and the “simple things economy”.
Bakytzhan Sagintayev noted that the Presidential Address pays special attention to the economy’s digitalization and the Fourth Industrial Revolution, as an integral part of this process. In this regard the Government is developing systematic measures to develop this direction, including legislative changes and standardization, and tools for State support of digitalization.
In the field of public procurements, on behalf of the Head of State, issues are being worked out on conducting public procurement on the principle of centralized service. To support domestic enterprises, the Ministry of Finance has established the procurement of domestic furniture and light industry products. This year will also see implementation of new approaches in the field of quasi-public sector procurements, natural monopolies and subsoil use.
In addition, the IT procurement platform will provide its results � a single point of access to the overall procurement needs of the public and quasi-public sectors. Another measure is the launch of a pilot project of treasury monitoring of construction contracts during procurement.
Work continues on increasing the share of local content and improving the business climate. Concerning legislation, the number of tax inspections will be reduced 40%. It is planned to eliminate more than 30 out-of-date sanitary rules, make changes to 25 and develop new sanitary rules for health and education organizations.
The Prime Minister noted that the Presidential Address defines the agricultural sector as a new driver of the economy. In connection with which, this year began the implementation of the AIC Development Program. B. Sagintayev recommended the business community to not miss the opportunities which arise on the market today, including near abroad. For example, conditions for the export of crop production to Uzbekistan have improved. From April 1, excises have lowered there for flour import (from 11% to 5%), sunflower oil (from 20% to 10%), canned vegetables (from 50% to 10%), fruit and vegetable juices (from 70% to 30% %). Also excise tax on noodle products (previously reached 50%) was abolished.
Promising development areas, according to the Prime Minister, are tourism and implementation of PPP projects.

President of ALE Kostanay Munay Onimderi Association R. Fayzullin raised the issue of installing meters by the owners of oil products bases and filling stations. Director of ALE Association for Assistance to Entrepreneurship of Kostanay region P. Sukhinin voiced the topic on the the statute of limitations for tax and customs disputes. Director of LLP Zuyevka A. Borodin spoke about the problems of applying the special tax regime by private farms when conducting other types of activities. Chariman of the Board of JSC Bayan-Sulu T. Saddykov inquired about the nuances of including employees in the list of services provided through compulsory social health insurance. Director of LLP AluminStroy A. Mukanov voiced the issue associated with price dumping during public procurement in the construction sector. Director of LLP BK-Stroy I. Kim made proposals on amending the Law of the Republic of Kazakhstan On Shared Participation in Housing Construction and reducing tariffs of JSC Center for Transport Services for providing access roads. Director of JSC Kostanay Melkombinat A. Miketka shared his opinion on the VAT refund procedure.
Also, topical questions were raised by the General Director of LLP TPK Karasu A. Tursunov and President of JSC SSGPO B. Mukhametkaliyev.
In turn, the entrepreneurs’ questions were answered by Minister of National Economy T. Suleimenov, First Deputy Minister of Agriculture K. Aituganov, Deputy Minister of Finance B. Sholpankulov, and Deputy Minister of Investments and Development R. Sklyar.
