Prime Minister Bakytzhan Sagintayev and North Kazakhstan entrepreneurs discuss measures to improve business environment
Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev and members of the regional council of the NCE Atameken discussed issues of developing small and medium business and implementing measures to improve the business environment.
In accordance with the instructions of the Head of State, the Government is working to create favorable conditions for developing domestic business, taking measures of financial and non-financial support, and improving the legislative framework.
Prime Minister Bakytzhan Sagintayev dwelled in detail on measures to deregulate the business environment. The number of permits has been reduced by more than 3 times, 114 control and 18 supervision scopes have been revised. An audit was launched of the legislation regarding the responsibilities of the business for providing reports and information to state bodies. At the first stage, the measures taken will result in the reduction of information requirements for business by 30%.
In agriculture, all the main support measures are provided for in the Agro-Industrial Complex Development State Program, including: financial instruments, creating conditions for effective use of land resources, increasing provision of agricultural machinery, developing trade and logistics infrastructure and scientific and technological support.
The Government is working to reduce the number of planned tax inspections, improving the scope of procurement and taking measures to increase the proportion of local content.
In order to reduce the state’s presence in the economy, privatization procedures have been simplified, and the priority right has been excluded to purchase stakes in private limited companies by state or quasi-public sector. This should increase the participation of business in the privatization process and will allow entrepreneurs to occupy new niches.
New business opportunities are opened within the framework of Modernization 3.0, new branches of the economy, new industries are being created; the service sector, tourism, and the economy of simple things are actively developing.
The present situation in small and medium business was addressed by Deputy Chairman of the Board of NCE Atameken N. Altayev. Members of the regional council of the Chamber of Entrepreneurs raised current topics.
Director of LLP “Ekpin 2002” Y. Abiyev, founder of LLP “ATAY SK” T. Kozhakhmetov, head of the ARKHYLK N. Barlubaev, director of LLP “Art Story” I. Valishin, general director of LLP “Bars-Nord” V. Bogdanov, general director of LLP Raduga D. Sharapayev raised the issues of implementing the productive employment and mass entrepreneurship program, made suggestions on improving financial and permissive mechanisms.
Deputy Prime Minister of the Republic of Kazakhstan and Minister of Agriculture A. Myrzakhmetov, Minister of National Economy T. Suleimenov, heads of KazAgro and Baiterek holdings commented on the issues and proposals.
