Prime Minister Bakytzhan Sagintayev: Agrarians need to increase competitiveness of products and develop export potential


At the meeting in the village of Novonikolskoye, Kyzylzhar district of North Kazakhstan region, Prime Minister Bakytzhan Sagintayev and agricultural producers of Akmola, North Kazakhstan, Kostanay, Karaganda, Pavlodar regions discussed the implementation of the new AIC Development State Program.

In accordance with the instruction of President N. Nazarbayev, the Government’s work aims at solving the task of establishing Kazakhstan as the largest producer of agrarian export products. To this end, at the beginning of this year, the Agro-Industrial Complex Development State Program was adopted, which provides for basic mechanisms for supporting agriculture.

The Government creates conditions for increasing the industry’s competitiveness. Over the past 5 years, the volume of direct state support has almost tripled; systemic measures are being taken to increase yields and labor productivity. As a result of introducing a new subsidy system, the volumes of sown quality seeds and the use of fertilizers increased 1.5 times.

To increase export potential, JSC Food Contract Corporation has been transformed into an operator promoting domestic agricultural products in foreign markets. Thanks to agreements made by the Head of State, foreign markets are opening, including the PRC, UAE, Iran and others.

The processes of granting public services in the AIC are being optimized, the terms and lists of documents are being reduced, and duplicative procedures are eliminated. This year sees the automation of the process of appointing three types of subsidies, next year will complete the work for the remaining 15 types of subsidies.

Deputy Prime Minister of Kazakhstan and Minister of Agriculture A. Myrzakhmetov reported on the results of implementing the AIC Development State Program in the first half of the year. The volume of gross agricultural production in comparison with the same period last year increased 3.1%. At the same time, output of livestock products increased 3.1%, crop production – 2.2%. The output of food products in this period grew 7.5%.

The region’s AIC development was reported on by Akim of North Kazakhstan region K. Aksakalov. The meeting’s topical issues were addressed by General Director of LP Mambetov and Co. Y. Mambetov, Chairman of the Meat Industry Union of the Republic of Kazakhstan M. Baktibayev, Chairman of the Potato and Vegetable Growers’ Union of Kazakhstan K. Bissetayev, President of the Farmers Union of Kazakhstan A. Darinov, Chairman of the Association “Hog Enterprises’ Union of Kazakhstan” V. Lim, Director of LP Zenchenko and Co. G. Zenchenko.

Agricultural producers made proposals on import and export policy, veterinary safety in animal husbandry, subsidies and insurance in plant growing, provision with diesel fuel and fertilizers.

Summing up the meeting, Bakytzhan Sagintayev instructed the Ministry of National Economy to study the issues of taxation of agricultural producers and domestic producers of agricultural machinery; the Ministry of Agriculture needs to take control of further improvement of subsidy mechanisms. KazAgro holding was tasked to consider the investment projects proposed by the agrarians.
