President’s Five Social Initiatives: Bakytzhan Sagintayev gets acquainted with progress of socio-economic development in Almaty region

In the center the Prime Minister was told that over the past four years, the region’s economy had grown by 4.2%. Gross regional product of Almaty region for the first half amounted to 1.09 trillion tenge. Today, the Almaty region gives 17% of the total republican gross agricultural output.

The volume of gross agricultural output in January-September 2018 amounted to 488 billion tenge: an increase compared with 2017 is 3.5%, by 2022 it is planned to provide at the level of 5%. In the region, work was done to increase the areas of priority crops: sugar beet, corn and orchards, production of sugar and deep processing of corn was established. The livestock production grows annually, First Deputy Akim Lazzat Turlashov informed.

An important factor for the progressive development of the industry is the growth of investment in agriculture. In 2017, 42.7 billion tenge was attracted to the agro-industrial complex, in 2018 � 53.8 billion tenge. By 2022, the regional akimat plans to increase this figure to 99 billion tenge.

In terms of economic sectors, the export of the manufacturing industry dominates in the region (90% of the total exports of the region). These are mainly products of the food, light, chemical and pharmaceutical, construction and engineering industries.

As part of the implementation of the Head of State’s Address, we will expand the tools of comprehensive financial and non-financial support to export-oriented enterprises. For this, 500 billion tenge will be sent in the next three years. The funds will be allocated for concessional lending and pre-export financing, for the provision of state guarantees, and reimbursement of transportation costs for exporters, said Turlashov.

Reporting on the development of entrepreneurship in the region, Deputy Akim of the region Zhenis Tuyakov reported that within the framework of State Programs for Development of Productive Employment and Mass Entrepreneurship, Business Road Map 2020 and Damu, 11.1 billion tenge aimed at supporting business were allocated. At the same time, only SMEs produced worth 1.1 trillion tenge 2017 (an increase of 6.7%).

For the first nine months 2018, over 1,500 jobs were created, 14 billion tons of investments were attracted. In general, according to the results of the third quarter 2018, the number of active subjects of small and medium-sized businesses reached 113,700 or 102.5% over the corresponding period of 2017. Currently, the share of small and medium-sized businesses in the region’s GRP is 28%, by 2030 this figure is planned to be increased to 40%, Tuyakov reported.

At the same time, the volume of industrial production in the region amounted to 640.3 billion tenge. In the mining industry, the volume of coal and lignite increased by 1.6 times, mining of metal ores by 2.7 times. In the manufacturing industry, food production increased by 6.8%, machine building � by 25.2%, tobacco production � by 4.8%, finished metal products � by 18.8%.

Within the framework of the State Program of Industrial and Innovative Development and the Industrialization Map, in 2018 it is planned to implement five projects worth 19.3 billion tenge with the creation of more than 650 jobs. Among them is the construction of a meat processing plant Imperia Food LLP, a food production plant of Maraven Food Tien-Shan LLP, etc. Due to the implementation of large projects, there has been an increase in investment in fixed assets (373.2 billion tenge). The volume of construction work also increased and amounted to 181 billion tenge, or 102.8% compared with the corresponding period of 2017.

According to the state program Nurly Zhol, since 2015, 2,400 km of roads of republican significance have been reconstructed. This year, work is underway on 24 projects with a total length of 4,600 km. In Almaty region, the total amount of financing for road construction in 2018 is 51 billion tenge, including the development of the local road network 15.6 billion tenge. At the expense of the allocated funds, 1,300 km of roads were covered by road construction works.

In the direction of housing construction, within the framework of the Nurly Zher program, 148 residential buildings are being built in the region, these are 796 apartments. For nine months 2018, the volume of housing construction has increased 1.6 times. By the end of 2018, it is planned to fulfill the plan of 706,600 m� of housing.

Turlashov also reported on the progress of the implementation of the President’s Five Social Initiatives. In the first direction, in the region over the past period, 56 applications for housing were approved under the mortgage program 7�20�25.

As part of the second direction, from January 1, 2019, in order to increase the wages of low-paid workers, the tax burden will be reduced by 1%. As a result, the salary will be raised for 133,500 people.

The third direction is to increase the accessibility and quality of higher education and improve the living conditions of students. In total, 5,231 state grants were issued for the 2018/19 academic year, which is 1,367 more than in 2017. Ten dormitories with 2930 beds will be built.

In 2018, the Expansion of Microcredit direction was allocated an additional 1.3 billion tenge. In general, it is planned to allocate 5.4 billion to support 1,176 people. To date, 868 people have received microcredits.

In 2018, the as part of the fifth direction of the Five Social Initiatives, 3 cities and 12 districts will be provided with gas. In 2019, construction of the Taldykorgan-Usharal gas pipeline with a length of 224 km will begin. Thus, the total blue fuel will cover 142 settlements.

The Prime Minister also examined new social and cultural facilities of Taldykorgan. In particular, he familiarized himself with the construction of the Dramatic Theater, which will open in November, and visited the Saltanat Sarayy wedding palace.
