President of Kazakhstan ordered to increase pensions and social benefits from January 1, 2019

Head of State Nursultan Nazarbayev held a meeting on the modernization of the social security system, the press service of Akorda informed.

During the meeting, the Head of State was presented a report on the main results of the activities of the Ministry of Labor and Social Protection of Population, as well as on the implementation of the instructions voiced in the current Address of the President to the people of Kazakhstan.

Nursultan Nazarbayev stressed that the main task of the Government is to increase the level of welfare of Kazakhstan.

The state fulfills all obligations, annually increasing the volume of financing of the social sphere. This year, 2.6 trillion tenge was allocated for these purposes, which is 21.3% more than last year, the President of Kazakhstan said.

The Head of State emphasized that this year’s Address, the key topic of which is to increase the income and quality of life of Kazakh citizens, contains a set of measures to increase the size of the minimum wage.

Starting from January 1, 2019, wages of lowpaid workers, including civil servants, will increase by 1.5 times. This increase will also affect administrative, support and technical staff. On average, up to 30%, wages of 1.3 million lowpaid employees in all sectors of the economy will increase, Nursultan Nazarbayev said.

The President of Kazakhstan noted that since the beginning of the year, status of 1.8 million out of 2.7 million people have been updated to involve the selfemployed population in the state social security system. Nursultan Nazarbayev also pointed out that for all working citizens of Kazakhstan it is planned to introduce a single cumulative payment from 2019.

From January 1, 2018, we introduced targeted social assistance for lowincome families, which allowed only in 10 months of the current year to cover about 103 thousand families or 534 thousand people with the state support measures, the Head of State said.

In addition, Nursultan Nazarbayev reminded the Minister of Labor and Social Protection of Population about the need to increase the number of microloans issued and the importance of increasing their accessibility to the public.

By the end of this year it is necessary to ensure the adoption of a law providing for the increase of one and a half times the size of the minimum wage. The Ministry and Governor’s Offices need to take measures to control the provision of minimum wage increases by employers and conduct appropriate outreach work. A real wage increase should affect 1.3 million of our citizens, Nursultan Nazarbayev instructed.

The Head of State pointed out the need to increase retirement benefit payments by age by 7%, as well as state social allowances for disability and for the loss of a breadwinner by 5% from January 1, 2019.

During the meeting, issues of social insurance were also discussed. At the same time, it was pointed out that it was necessary to ensure the growth of average social benefits for disability, loss of job or breadwinner, on average by 30% from 2020.

In order to create conditions for selfrealization and full integration of citizens with disabilities, the President of Kazakhstan commissioned to develop a new National Plan to ensure the rights and improve the quality of life of people with disabilities. This document should include measures to prevent disability, introduce largescale inclusive education, adapt the entire social and transport infrastructure for people with special needs, as well as mechanisms to ensure the active participation of employers and businesses in the employment of persons with disabilities.

In the context of the transition to a digital economy and Industry 4.0, the Head of State focused the attention on raising the requirements for the quality of labor resources.

It is necessary to develop new approaches to the development of the labor market to create highquality jobs. It is expected that by 2025 an additional 2 million young specialists will enter the labor market. It is important to provide our young people with appropriate jobs, Nursultan Nazarbayev stated.

At the end of the meeting, the Head of State instructed the Presidential Administration to take control over the execution of these instructions.
