PRESIDENT INSTRUCTED TO BUILD DAMS IN “AKSAI” AND “AYUSAI” GORGES

Head of State Kassym-Jomart Tokayev held a meeting on Almaty’s development, Strategy2050.kz refers to Akorda’s press service.

In his speech, the President recalled that attracting investment, creating new workplaces, infrastructure development, provision of support for small and medium-sized businesses, as well as protecting the environment are key indicators in the activities of the Governors.

Almaty is of great importance. A lot of work is done here, which can serve as an example for other regions. However, not forget that further development of the city, increasing the welfare of the population, improving the quality of life should always remain on the agenda, the Head of State emphasized.

Kassym-Jomart Tokayev set a number of specific tasks for the development of the southern capital.

As the first task, the President named ensuring high growth rates of Almaty’s economy through the development of business and innovations. He cited the industrial zone of the city as an example, where 33 companies have been registered and over 156 billion tenge were invested. The Head of State drew attention to the fact that in 7 years since the creation of this zone, only 6 new enterprises were commissioned, and only 1 small plant has been launched this year.

In this regard, Kassym-Jomart Tokayev recommended the Mayor of the city to attract new projects to the industrial zone, primarily high-tech and export-oriented ones.

The Head of State also called for stepping up efforts to improve the business climate and increase the investment attractiveness of the city.

If we really want to strengthen the investment and tourist attractiveness of the largest cities, the country as a whole, we should get rid of such an anachronism as the mandatory registration of foreigners with the migration police, Kassym-Jomart Tokayev stated.

The importance of solving problems that impede the development of small and medium-sized businesses was noted.

The results of a survey for entrepreneurs show that the city is lagging behind in a number of indicators, including the efficiency of local executive bodies, the prevalence of corruption, the validity of inspections. The Mayor’s Office of the city does not remove the task of comprehensive support for SMEs. Almaty should maintain the status of the main business center of the country, the President believed.

The Head of State called the unacceptable sharp rise in prices for food, primarily for bread and meat products.

Another priority, according to the President, is the improvement of the social situation of the city residents. Kassym-Jomart Tokayev highlighted the problem of unemployment, the need to improve medical services, as well as the shortage of places at secondary schools and kindergartens.

The Head of State also paid attention to the issues on ensuring a high quality of life and infrastructural development of the city.

We position Almaty as an international center of business and tourism, therefore, all work to improve the quality of life of citizens should be guided by international standards. The main thing is that the city should be comfortable for living. This is influenced by a number of factors – the availability of the road to the house, the walking distance of social infrastructure, the provision of high-quality drinking water, gas, uninterrupted power supply and heating, Kassym-Jomart Tokayev said.

The President also instructed to solve problems with street lighting, inadequate courtyards’ conditions, and the operation of the irrigation system.

Having noted the successes in the development of the transport infrastructure of the city, the Head of State pointed to a number of problematic issues in this area.

Every day, more than 200 thousand cars drive into the city only from Kaskelen, Kapshagay, Talgar and through the Kuldzhinsky tract. This creates congestion at the entrance to Almaty, especially during peak hours. The problem needs to be solved not only through reconstruction and expansion of the roads, but also through an increase in the number of metro lines and the development of public transport connecting the city and surrounding areas, Kassym-Jomart Tokayev emphasized.

The President recalled that Almaty is located in a seismically active zone.

The townspeople remember well the last mudflow. And it rightly bothers them. It is necessary to begin the construction of dams in the gorges Aksai and Ayusai, ensuring full mudflow safety in the city, the Head of State said.

During the meeting, Kassym-Jomart Tokayev paid much attention to the state of the city’s ecology and air quality. He instructed to complete the transfer of public transport to gas and other environmentally friendly fuels, to gasify the inner suburbs of the city, to take control of the illegal cutting of trees, apple orchards, as well as to intensify the work on greening the city and reviving Almaty’s Oporto apples.

In his speech, the President put an end to the construction of a ski resort in Kok-Zhailau.

In order not to return to this issue every time, I forbid to engage in this project. Moreover, all professional ecologists oppose it, the Head of State said.

Speaking about the tourism potential of the metropolis, Kassym-Jomart Tokayev noted that Almaty has great potential for the development of tourism products of the highest level. This applies to mountain, cultural, ethnographic, and business tourism. He recalled that in the State Program for the Development of the Tourism Industry until 2025, the Mountain Cluster of Almaty region was identified as a priority.

I instruct the Government and the Mayor’s Office to begin implementing the master plan of mountain locations. This project can attract more than 2 billion dollars of investment and create at least 30 thousand workplaces. At the same time, I draw attention to the fact that all decisions must be taken taking into account the opinion of the population, the President said.

The Head of State also focused on ensuring public safety.

Unfortunately, Almaty ranks first in the country in terms of crime. A large proportion is made by petty offenses – theft and hooliganism. There are so many of them that the situation is perceived by the townspeople as a rampant crime. This is one of the main problems that concern the city’s population, Kassym-Jomart Tokayev said.

Summing up his speech, the President noted that, thanks to the support of Elbasy, Almaty had achieved high indicators in its development, and called for mobilizing efforts to achieve its goals.
