“PPP software” to be created in 2017 – Suleymenov
It should be reminded that at the enlarged meeting of the President of the Government of Kazakhstan Nursultan Nazarbayev gave clear instructions on PPP development.
T. Suleymenov confirmed that PPP projects do not develop in all areas equally. According to him, local executive authorities need to work more on advertising. All conditions are created for the development of PPPs.
Thus, centralization has been eliminated in 2016, at which the decision on the PPP had to be taken at the central level. Now, the projects worth up to 9 billion tenge are implemented at the local level without any harmonization.
In addition, standard documents that are of interest and investors, and IRM, were developed by the key objects of PPP. These standard documents allow to know all the nuances of the upcoming partnership in advance.
“And the local executive body, and the investor will clearly know under which it is signed. Accordingly, the long process of harmonization of specifications, technological and other schemes and contractual obligations simply leaves. This will greatly reduce the time,” T. Suleymenov said.
During the first quarter, it is planned to adopt the model documents for all sectors that use PPP.
The Ministry proposes to introduce the concept of “PPP software.” According to the Minister, such projects should be further standardized.
“For example, we have a program” Balapan “in which small kindergartens are equally standardized. Why not to do standard terms and conditions on it and also to fund, and for the participation of the investor and the state. It is possible to standardize so that it will be a whole program. And approved only once. In such a case and IRM, and the investor may even not to enter into negotiations: simply enter into a contract, put the signature under the document and proceed to implementation. This is one of the ideas that we have this year, want to try to fix,” T. Suleymenov said.
