PPP PROJECTS ARE IN THE SPOTLIGHT OF THE GOVERNMENT KAZAKH PRIME MINISTER
Between 2016 and 2019, overall health investment more than doubled, growing by 31% each year on average. There was a 33% annual average growth in private investment, as well as the period saw 127 PPP treaties to the tune of more than 50 billion tenge, Yelzhan Birtanov, Kazakh Health Minister, told the government session, Strategy2050.kz correspondent reports.
According to Yelzhan Birtanov, the construction of 16 large hospitals worth 838 billion tenge is slated by 2025 under the PPP principle, creating 19 thousand jobs.
The PPP Office’s project group to carry out such projects in the health sector is in place. There have been some amendments to the legislative acts, in particular with regard to PPP projects’ infrastructure model, a road map to provide medical equipment for the regions, better tariff policies. The work continues to set up a national operator for the health sector, the health minister said.
In an effort to further develop PPP projects, the minister called for some measures, including the insertion of large PPP projects on multipurpose hospitals in special economic zones, dealing with the issues of tenge funding, and others.
According to Askhat Aimagambetov, Education Minister, 558 projects are under way in the education sector, with the overall funds of 243 billion tenge attracted. Of which, 332 are being carried out under the standard PPP mechanism, increasing by 61 projects over the reporting period of 2018.
Most projects fall on the pre-school sector, including 70 projects on school canteens, 26 projects relate to trust management and 14 projects to sports halls, he said.
This year will see 181 private schools across the country, the minister said.
He went on to say that it is planned to launch the project to develop a network of private boarding schools.
The Ministry of Industry and Infrastructural Development has been developing 36 PPP projects, including 9 national and 27 regional ones. It was noted that the Big Almaty Ring Road (BAKAD), which is being constructed under the PPP principle, will be operational by 2021.

It is essential to establish an effective interaction of the State and the private sector to ensure the country’s sustainable social and economic development, the PM said.
