Population census: progress, counting angles, database errors
Nurbolat Aidapkelov, the head of the National Bureau of Statistics of the Republic of Kazakhstan, told about the census at a press conference at the Central Communications Service today. Nurbolat Aidapkelov, the head of the National Bureau of Statistics of the Republic of Kazakhstan, noted that two weeks have passed since the beginning of the census, and now it is conducted only online. According to him, there are several ways to answer the census questions.
“This is a specialized site sanaq.gov.kz, with authorization on the portal E-Gov, as well as the ability to use the mobile application Aitu,” said Nurbolat Aidapkelov.
According to him, in order to widely cover the population with online censuses, so-called “census corners” have been organized. Consultants of territorial statistics bodies work in these corners. Anyone who does not have the opportunity to undergo the procedure at home can be counted in the most frequent places.
“They were organized in CSC buildings, branches of Kazpost JSC, educational institutions and entertainment centers. In general, more than 3,100 such corners have been opened across the country, ”the head of the National Statistics Bureau said.
He also pointed out errors in the database. In particular, a number of incorrect data of citizens were revealed.
“Those who have been counted may have noticed that at the initial stage of filling out the questionnaires, some fields are filled in automatically. This is information from the state database, name, patronymic, gender and other information, “Nurbolat Aidapkelov said.
For example, four men were identified as women in the database. According to him, three women were identified as men. In this regard, he noted that these people are encouraged to apply to customer service centers to change their status.
Formation of census sheets
He noted that since the beginning of the census process, some issues in the census sheets have been hotly debated in society. According to him, the basis for this year’s census was the 2009 census. In addition, the recommendations of government agencies and international organizations specializing in statistics in the field of population and housing census in 2020 (European Conference of Statistics, Washington Group, etc.) are taken into account. In addition, the census forms were specially tested and tested during the pilot census. Subsequently, in coordination with the authorities, the answer to the question of religious beliefs in terms of Christianity was expanded to reveal its priorities. In addition, the number of registered census questions in terms of providing communication services has been expanded.
“After the approval of the census sheets in July this year, the number of questions was 91. The census forms were agreed with all interested government agencies. According to the current rules, it is posted on the portal “Open Regulations”, – said the head of the National Statistics Bureau.

“There seem to be a lot of questions. But I think it is appropriate to give examples from other countries in this direction. For example, in Bulgaria respondents will be asked 95 questions, in Poland – 88 questions, “Nurbolat Aidapkelov said.
He noted that citizens do not answer all questions. According to him, after activating access to the census system, data on surname, name, patronymic, IIN, sex, age, date of birth will be automatically entered from the database. He also noted that the questionnaire for foreigners does not apply to citizens of Kazakhstan.
“Questions about family composition and living conditions are answered only once by the head of the family, and the rest of the family members answer only personal questions. There are special questions only for women, ”Nurbolat Aidapkelov said.
According to him, questions about unemployment are not asked to employed or self-employed people. In addition, questions about external migration are asked to people who have lived abroad for more than a year. Employment questions are asked to people over 14 years of age, and to people over 15 years of age in a marital situation.
He touched upon the issues of housing, which were widely discussed. For example, people are interested in why housing questions are needed.
“In particular, what the walls are made of, the first round announced by the United Nations is called the Population and Housing Census. It is planned to obtain detailed information for further analysis of the housing stock of a particular locality, district, region and the country as a whole, ”Nurbolat Aidapkelov said.
He also noted that these questions were asked in the previous census. According to him, the answers to these questions will allow to create a dynamic series to change the indicator. The results of the census of 2021 will allow to analyze the relevance and accuracy of the data in the IS “TKST”. In particular, it allows to identify housing facilities and living conditions in them, objects not registered in the NDB “Real Estate Register”, vacant or ownerless houses, houses that are actually out of order, but have legal registration data.
He also noted that, given the relevance and interest of users, as well as the lack of information in administrative sources, questions on heating from renewable energy sources were included.
Number of children
According to him, the question of the number of live births provides important data on births. In this regard, he noted that they can not be obtained from any other source, including a fully developed system of registration of civil status acts.
“The answers will give them more detailed information about births, and important information about infant and child mortality, along with questions about live children at the time of the census,” said Nurbolat Aidapkelov.
He also noted that according to international standards, a woman enters the reproductive age from the age of 15, and that information on the total number of live births is used to calculate the birth rate and assess the birth rate. He also noted that the question of the number of live births of women and how many of them are alive was asked in the 1999 and 2009 censuses. According to him, the census will provide data on the number of children born by sex, the ratio of sex at birth, cohort births, birth calendars.
Questions about the limitations of life
He also noted that the issues of respiratory restriction were hotly debated, explaining why the indicators of vision, hearing, gait and memory were included.
“It should be noted that this question was asked in the previous census. But the wording was different. The 2009 census asked, “Do you have difficulty walking, hearing, seeing, or speaking?” The general question did not allow us to get the necessary information in terms of these types of difficulties, “said Nurbolat Aidapkelov.
In this regard, he said that this year’s census includes a brief questionnaire on respiratory restriction, proposed by the Washington Group on Disability Statistics. According to him, the section consists of 5 questions. In particular, it encourages the population to assess the health problems encountered in everyday life when performing certain activities. In addition, the questions of the department will be answered by respondents aged 5 and older.
