People strongly support new social policy of Elbasy – Gulshara Abdykalikova on results of regional trips
From March 12 to May 4, 2019, the Government Working Group visited all regions of the country to conduct outreach on the introduction of new social measures for Elbasy Aleumettik Qamqorlyq.
To date, we have held 263 meetings, visited 157 settlements, held a personal reception of 269 people, and visited 72 lowincome families. In total, we covered about 27,000 people, said Abdykalikova.
The meetings were mainly held with large and lowincome families, labor veterans, disabled people, educators, health care workers, social welfare, urban and rural residents.
In addition, meetings were held with regional akims, heads of enterprises, business structures and trade unions. Issues of social and labor policy were considered. We discussed the current situation on raising wages for lowwage workers, paying off overdue wage arrears, observing occupational safety conditions, reducing industrial injuries, social responsibility of business, etc.
Abdykalikova highlighted the initiative of business in the issues of social support for both its employees and the local population. Thus, in the Almaty region, one of such businessmen is the head of the Aqterek farm Temirlan Shinusupov from the Zhambyl district. He not only provides fellow villagers with work, but also constantly invests in the social sphere. He built a kindergarten for 50 places, a modern football pitch, as well as the Bolashak universal shopping center. But most importantly, since 2008, he built 105 houses for large and lowincome families, as well as employees of his farm.
Meetings were held to review government programs and other issues on the social agenda. For example, in the Kostanay region, the implementation of Enbek State Program was reviewed, in Kyzylorda � State Program for the Development of Education and Science, in Akmola � Densaulyq State Program, in Zhambyl � primary health care, in North Kazakhstan � mobility of labor resources. A meeting of the Republican Tripartite Commission was held in Karaganda, in East Kazakhstan � a meeting of the Coordination Council for social protection of persons with disabilities.
The work of the Employment Centers was also inspected for their readiness to receive documents for the appointment and payment of targeted social assistance. Today, the EHalyk information system has already been introduced, aimed at simplifying the procedure for appointing TSA by optimizing the requested documents.
In the beginning there were some difficulties. This, first of all, was explained by a large flow of people who applied to state bodies. There were questions about the completeness of information about citizens in the information systems of state bodies. There were many questions on registration of residents. People wanted to claim the assistance, even being unregistered. Many questions were asked on the basis of ignorance of the laws. Today, these issues are gradually being removed, said Abdykalikova.
As a result of joint actions of state bodies, today the assistance has been paid to 160.4 thousand families. These are 100% of the assigned payments.
The distribution of rental housing has already begun in May 2019. May 1, a total of 249 large families received new apartments. In general, in May it is planned to issue more than 1,316 apartments out of 7 thousand planned for the year.
Lowincome and large families were visited, which, thanks to state support, fully provide themselves. Such an example is the large family of Gulshat Muratkaziyeva from the West Kazakhstan region with five children. She took a loan under the Enbek state program to create personal subsidiary farms, holds 12 cattle heads, processes dairy products.
The most remarkable thing is that all family members, including children, are involved in the subsidiary farm. Thus, the children in the family are brought out through work. This is an example of a real Kazakhstani family, Abdykalikova emphasized.
In the East Kazakhstan region, the family of Olga Kandyba with 14 children was visited. Today they are developing their household on seven plots of land. Anar Beksultanova from Zhambyl region has congenital pathology, without both hands. Despite her problem, she, like her peers, studied in a regular school, graduated from high school. In 2012, opened a small shop for the production of wedding products. In 2015, as part of the Business Roadmap 2020 program, she received 3 million tenge, which she spent on expanding production. To date, she has four employees.
In general, the results of the trips show that the population strongly supports the new social policy of the First President. As a result, the number of people who want to start their own business increases, new jobs are created, said the deputy prime minister.
However, Abdykalikova focused on the inadmissibility of social dependency and the need to create new jobs. The Constitution of Kazakhstan in Article 27 states: “Taking care of children and their upbringing are the natural right and responsibility of parents.” And Article 138 of the Code On Marriage and Family is called Responsibilities of Parents for Minor Children, where it says: Parents are obliged to support their minor children.
According to Abdykalikova, today the problem of divorce and nonpayment of alimony is acute.
During our public meetings and visits to lowincome families, we saw that every second woman was left. The worst thing � there are families with five or six children. Statistics show that we have about 50 thousand divorces per year, 912 criminal cases of domestic violence are initiated. On average, over 3,000 men a year evade paying alimony. Today, the total debt for nonpayment of alimony is 5.2 billion tenge, said Abdykalikova.
The deputy prime minister said that work in this direction will continue, in the near future it is planned to organize meetings with representatives of the Prosecutor General’s Office, the Supreme Court and other state bodies and jointly solve this problem.
New social measures of Elbasy ‘Aleumettik Qamqorlyq’ are unprecedented steps in the development of a new social policy for achieving the main task � joining the top 30 developed countries of the world.
Therefore, we need to mobilize all forces to complete, timely and highquality implementation of the tasks assigned to us, Abdykalikova noted.
In conclusion, she congratulated Kazakhstanis on the upcoming public holidays � Defender of the Fatherland Day and Victory Day, informing that today there are 1,400 participants in the Great Patriotic War in Kazakhstan. By May 9, all veterans will receive material assistance of 2.3 billion tenge.
