Parliament adopted more than 100 laws to implement National Plan
The speaker highlighted the adoption of the most important political and legal document – the Declaration of the 25th anniversary of Independence, which sets out the main achievements and victories of Kazakhstan, the outstanding achievements of the President of the Republic of Kazakhstan – Nursultan Nazarbayev.
Summing up the results of legislative activity, Tokayev recalled that earlier the Senate in close cooperation with the Government adopted 57 laws. This year Parliament passed more than a hundred of laws aimed at the implementation of the National Plan, strategic programs, defining the main directions of socio-economic development of the country.
In 2016, the Senators have conducted a great work to promote the foreign policy initiatives of our country and to deepen cooperation with the parliaments of foreign states: “We have held an international conference “Religion against terrorism” attended by parliamentarians, religious leaders and experts around the world. The Senate also organized a major international conference on the construction of a nuclear-free world and the Manifesto of the Head of “The World. The XXI Century”.
Tokayev stressed that in the period from January 4 to 13, the Deputies planned to visit the regions and to conduct extensive outreach on the laws adopted by the Parliament. Particular attention should be paid to the standards of new laws in social, health, finance, taxes, housing, as well as the fight against terrorism.

The senators ratified Kazakh-Iranian agreement on the transfer of sentenced persons. The agreement signed in Tehran on April 11, 2016. It regulates the transfer of citizens of Kazakhstan from Iran and Iranian citizens to Kazakhstan.
The Chamber ratified the Kazakhstan-Slovenian intergovernmental convention on avoidance of double taxation and prevention of fiscal evasion.
The Law “On pastures” has been reviewed and approved in the first reading.
The meeting also approved the accompanying bill “On amendments and additions to some legislative acts of Kazakhstan on the use of pastures”.
In accordance with the project, it is expected to make changes to the Land, the Forest and Water Codes and Laws “On public administration and self-government in the Republic of Kazakhstan” and “On Specially Protected Natural Areas”. In particular, it is proposed to improve the legislation regarding the use of forest land, water resources, as well as land of specially protected natural territories for hay and grazing. Changes in the legislation on local government include provisions aimed to involve citizens in the discussion and decision-making on management and use of pastures.
