Over 3,500 applications submitted to Presidential Youth Personnel Reserve Agency for Civil Service Affairs

In an exclusive interview with Primeminister.kz, Deputy Chairman of the Agency for Civil Service Affairs of Kazakhstan Marat Daueshov spoke about the ongoing work to form the Presidential Youth Personnel Reserve.

The first President Elbasy Nursultan Nazarbayev declared 2019 as the Year of Youth in Kazakhstan. In his election program, Kassym-Jomart Tokayev set the task for the Agency of the Republic of Kazakhstan for Civil Service Affairs to form the Presidential Youth Personnel Reserve.

As Daueshov noted, a lot of work is being done in this direction. The process of accepting applications throughout the country started Sep. 1, 2019.

The Presidential Personnel Reserve will include 300 young managers. A citizen of Kazakhstan no older than 35 years old with higher education and at least five years work experience may be credited to the reserve. Citizens of Kazakhstan living abroad can take part.

To date, more than 3.5 thousand have registered on this resource. 398 citizens of the Republic of Kazakhstan submitted a full package of documents.

This is not so much. Therefore, I urge our active youth to take part in this work and try their hand, said Marat Daueshov.

Daueshov said that the selection of potential reservists consists of several stages.

The first stage is the acceptance of participants’ documents. The procedure is as simple as possible. You can submit an application online, the system is automated. To participate in the selection for the reserve candidates, you must register on the site pkrezerv.kz.

The second stage is testing candidates. The test aims to determine the ability of the applicant to work with complex text and numerical information. This allows you to determine the theoretical training of candidates, the level of their analytical and critical thinking, logic.

The third stage is an assessment of leadership qualities, the level of strategic vision, motivation and values of candidates. To do this, candidates need to write an essay and present their socially significant projects. The third stage also includes an assessment of the competencies of the candidates. Through an essay, candidates will be assessed for literacy, erudition and breadth of knowledge, level of critical thinking, consistency, reasoning and validity of conclusions.

Essays and design works will be checked in the system online. For reaching full transparency, it is planned to video-record the process of writing an essay by candidates.

Competency assessment will be carried out by experts at the Academy of Public Administration under the President of the Republic of Kazakhstan using the group assessment system.

The fourth stage is the interview of participants by the Expert Commission. At this stage, participants are allowed who have shown the best results for the previous stages of selection in the aggregate points. Based on the results of the interview, the Expert Commission by open voting forms a list of candidates recommended for admission to the reserve and sends it to the National Commission for consideration.

The final stage of the selection is the consideration of the candidacies of the participants in the National Commission for the personnel reserve. The participants with the highest scores recommended by the Expert Commission are allowed to this stage. As a result of the meeting of the commission, a decision is made on the enrollment of candidates for the Presidential Youth Personnel Reserve.

For transparency, citizens will have access to information about the participants in the selection, that is, Kazakhstanis will be able to see who submitted the applications. Moreover, after each selection in the automated system and on the website of the Agency of the Republic of Kazakhstan for Civil Service Affairs, a list of those who passed to the next stage will be published.
