National census 2019: how will it be carried out?

As of December 1, 2018 Kazakhstan’s population reached 18 million 376.200 people, having increased by 238.9 thousand people or 1.3%. In 2017 the number of Kazakh citizens amounted to 18 million 137.300 people. Let’s consider and compare the dynamics of Kazakhstan’s population in 2017-2018. What to expect from the census 2019?

First of all, what does population base mean?

Population base characterizes number of people, living on this territory in this moment of time. Basic information about country’s population base is received from data got on the basis of national population census held every 10 years. In the periods between the population censuses, the population base is determined by calculation based on the natural and migratory population movement.

Number of Kazakhstan’s population estimates at the beginning of the year and on the first day of each month. The population base divides out:

– urban and rural;

– sexual identity;

– regions, cities and districts;

– age and other features.

Kazakhstan’s population in 2018 reached 18 million 376.200 people, including urban population � 10 million 626.200 people (57.8%), rural population � 7 million 750 thousand people (42.2%). Of these, 8 million 903.500 are men, 9 million 472.700 are women. The largest overall increase was observed in the cities of the republican significance: Shymkent (62,023 people), Almaty (54,279 people) and Astana (40 640 people).

As of December 1, 2017 the population of the country was 18 million 137.300 people, including urban population � 10 million 413.200 people (57.4%), rural population � 7 million 724.100 people (42.6%). The proportion of men was 8 million 780.800 people, women � 9 million 356.500 people.

As for the natural movement of the population, in January-November 2018, 2,882 deaths of children under 1 year of age (infants) were registered in Kazakhstan. The number of infant deaths declined by 0.5 percent year on year. In the first eleven months of 2018, the infant mortality rate was 7.86 deaths per 1,000 births (8.05).

During that period, 1,474 infant deaths, or 51.1% (50.2%) of the total number of infant deaths, were due to the conditions that arise in the perinatal period. The numbers of infant deaths were as follows: 581 (682) or 20.2% (23.5%) from congenital anomalies, 184 (177) or 6.4% (6.1%) from respiratory diseases, and 141 (156) or 4.9% (5.4%) from accidents, poisoning, and injuries.

The number of births in January-November 2017 amounted to 359.6 thousand people. The total fertility rate was 21.78 births per 1000 people. The number of deaths amounted to 119.8 thousand people. The overall mortality rate was 7.26 deaths per 1000 people.

In January-November 2017, 2,896 dead babies under 1 year of age were registered in the country.

The main cause of infant mortality are conditions arising in the perinatal period, from which 1,455 babies died in January-November 2017, or 50.2% of the total number of infant deaths, experts said.

The number of dead babies from congenital anomalies was 682 or 23.5%, from respiratory diseases – 177 or 6.1%, and from accidents, poisoning and injuries – 156 or 5.4%.

Speaking about external and internal migration, in January-November 2018, the number of arrivals in Kazakhstan decreased by 20.5 percent, whereas the number of departures increased by 11.9%. The country’s migration processes take place mainly with the CIS countries. The shares of arrivals from the CIS countries and departures for these countries amounted to 78.6% and 90.3%, respectively.

The number of migrants moving within the country declined by 10.8%. Due to interregional movements, the positive change of population migration was in Shymkent (38,074 people), Almaty (31,738), and Astana (17,617).

In January-November 2017, 14 528 people arrived in Kazakhstan. At the same time, 35 158 people leaved the country. As in 2018, the main share of people’s migration take place with the CIS countries. 878 692 people moved within the country.

National census 2019

The purpose of the national census is the collection of demographic, economic and social data characterizing each inhabitant of a country or territory as on a certain point in time and obtaining on the basis of an individual survey.

Two national censuses were conducted in Kazakhstan: the first census – from February 25 to March 4, 1999; the second census – from February 25 to March 6, 2009.

According to preliminary data, the third national census is scheduled for November 2019.

The expected results of the national census 2019: a wide range of demographic and socio-economic information; comparable data with censuses from other countries, primarily from EAEU partner countries; quality of population statistics; data for economic forecasting, determining employment policy, creating social programs.

How will the national census be carried out? The population census 2019 is planned to be carried out by a round-trip method using modern information technologies: the Internet and tablet PCs. Paper questionnaires won’t be used. According to the Committee on Statistics, new technologies will greatly simplify both the procedure and the processing of data.

Using the Internet, Kazakh citizens will be able to enter data independently. To do this, they will need to enter the web site and go through the registration procedure. Next, they should enter their personal details, mobile number and email address. After the answering all questions, people will receive a message to their mobile phones or e-mail that the census has been completed.

This time, the Committee on Statistics intends to collect as much information as possible about people living in Kazakhstan. And not only citizens of the country, but also foreigners who came to work and temporarily living in the country.

By the way, additional questions will appear in the questionnaires. In total there will be 45 questions.

The online survey will be conducted approximately from 1 to 15 November, 2019. And from 15 to 30 November, interviewers with tablets will visit apartments and houses of citizens. If a person fills out a questionnaire on the website in a timely manner, they will not conduct a re-survey, but will only confirm the fact that the census has been completed.
