Ministry of Healthcare developed methodology for formation of marginal prices for medicines

“In accordance with the instruction of the Head of State, given in the present Address to the people of Kazakhstan, the Ministry of Healthcare of Kazakhstan must introduce a system of the price regulation for all medicines in the period until the end of this year. At present, a methodology for the formation of limit prices for all medicines has been developed. Corresponding amendments will be made to the Code of Kazakhstan “On the health of the people and the health care system” and the Business Code of Kazakhstan in order to give to the Ministry the competence to regulate prices for all medicines”, Minister of Healthcare Yelzhan Birtanov.

So, a working group was created to draft the bill, a Roadmap was approved, a Concept was developed and aimed at public discussion on the website of open LSI, as well as for approval by accredited LSI and the National Chamber of Entrepreneurs “Atameken”. After the adoption of regulatory legal acts, prices for medicines will be regulated.

To simplify the activity of primary health care (PHC) medical personnel, the number of reporting and accounting forms has been reduced by 30%, which will reduce the paperwork, the burden on medical workers and queues in PHC organizations.

In the first half of 2017, the Joint Commission on the Quality of Medical Services (JCQ), established as part of the implementation of the 82nd step of the Nation Plan, approved 61 clinical protocols, diagnosis and treatment, and 14 medical technologies. Standards have been developed for the provision of surgical, neonatal surgical care, maxillofacial surgery. By the end of the year it is planned to develop and improve 180 clinical protocols, including 98 new and 82 old, 8 standards for the organization of medical care.

“Currently, the work is underway to transfer the JCQ to a self-regulating organization. Accreditation of professional medical associations is also conducted to assess their activities against the established criteria for the selection and further transfer of certain functions of the state body to them”, the Minister assured.
