Ministry of Energy to introduce an oil accounting system to eliminate criminal schemes
After 2019 Kazakhstan will become self-sufficient in oil. This was reported by the Minister of Energy Kanat Bozumbayev at the Ministry board meeting.
In his Presidential Address the Head of State stressed the need of increasing oil refining volumes. After modernizing three of our domestic oil refineries, the volume of refining will increase after 2019, from 14.5 to 17.5 million tonnes. Production of light oil products will increase (petrol, diesel fuel, jet fuel). After being put into operation and reaching full capacity, the modernized refineries are expected to fully provide for domestic needs with local oil products, imports dependency for POL will be eliminated, � Bozumbayev said.
According to him, the Atyrau and Pavlodar refineries will be completely modernized in 2017, and the Shymkent refinery will be modernized in 2018. The refineries reaching full capacity will allow the Ministry of Energy to ensure stability of prices for all petroleum products.

The use of digital technologies will give new quality to industries. For example, the introduction of an oil accounting information system for automated collection, processing, use and storage of information. This system allows automation of accounting production volumes and turnover of oil, accounting of all technical losses arising from turnover of oil. The improvement will reduce all sorts of losses in production and transportation of oil, and eliminate any kinds of criminal schemes that arise from time to time in the operation of our country’s mini-refineries. You have probably all heard that currently the National Security Committee is investigating this matter, � K. Bozumbayev said.
According to him, 2017 will see the introduction of relevant amendments to the legislation, in 2018-2019 the system will be implemented, and from 2020 it will cover all deposits.
Recall, earlier it was reported that December 7, 2016, the National Security Committee jointly with the National Anti-Corruption Bureau and the Ministry of Internal Affairs began a large-scale operation to curb the activities of organized criminal groups involved in the theft and trafficking of oil and oil products in the Aktobe region.
