Ministry for Investments and Development of Kazakhstan launched information system for transit road haulier
According to the Department, the system is being implemented as a part of ongoing work to increase the country’s transit and transport potential. The goal is to exclude physical contacts, shorten the delivery of goods, remove administrative barriers for transit carriers, create favorable conditions for carriers and exclude repeated inspections on the roads.
To date, about 80 000 vehicles follow the transit route through Kazakhstan annually. The main routes are China � the EEU countries, the transit of freights from Turkey, Russia, Uzbekistan, Kyrgyzstan and European countries.
For hauliers planning to carry out transit cargo transportation through Kazakhstan, registration in the system is offered on a voluntary basis.
In the MID of Kazakhstan explained how the system will work.
1. The haulier, pre-registers the planned travel in the information system via sattisapar.gov.kz web portal, indicating the checkpoints, route, license number and vehicle data.
2. The system checks data, assigns a unique number, registers information electronically. The haulier can print out the document, where all of its entered data is indicated.
It is sufficient for the hauliier to present this document to a transport control officer and, if necessary, transit authorizations form (according to the norms of international agreements).
3. Employees of transport control bodies check the data specified in the document through the information system. In case of correctness of entered data, the vehicle passes without check, an electronic transit mark is placed.
In this case the haulier, the date and time of the transport control and the data of the employee who put the electronic mark, through sattisapar.gov.kz web portal can view.
Now “Satti sapar” is implemented in the pilot mode, later in the information system to register hauliers carrying out export-import transportations is planned. Further also by means of this system the possibility of registration of necessary permissions in electronic form through a mobile application will be provided to hauliers.
