Dear deputies of the Majilis,

On 31 December 2018, we completed our twoyear membership in the United Nations Security Council, which is responsible for the maintenance of international peace and security .

Our work is aimed at full implementation of the Political Address of the President of the Republic of Kazakhstan Nursultan Nazarbayev to the members of the Council on the conceptual view of Kazakhstan on the strengthening of global partnership for a secure , just andprosperous world . This document was signed by the President of the country “Peace. XXI Century “manifesto.

Kazakhstan accomplished its mission , I can say that . We have implemented all the priorities set by the Head of State . And the responsible and principled position of our country is highly appreciated by the international community.

In this case, we relied on the harmonious work of all state structures. Taking this opportunity, I would like to express my sincere appreciation to you on behalf of the Ministry of Foreign Affairs for your active legislative work, as well as your active political support on international platforms .

Dear people’s dignitaries ,

Our membership in the Security Council has led to the unprecedented level of conflict in global political processes and to the time when conflicts between world powers have been exacerbated .

The deep crisis of mutual trust adversely affected States’ ability to reach agreement and, in general, the effectiveness of the Soviet work. Tensions and conflicts in the Middle East, Syria and Africa, the Democratic People’s Republic of Korea, Iran and Ukraine, and many other countries have been criticized for the severity of our foreign policy.

No doubt that stress tests on the walls of the UN Security Council once again confirmed the strategic accuracy and constructiveness of the foreign policy course of the Head of State . A balanced and peaceful foreign policy aimed at finding a mutually acceptable compromise to strengthen the principles of pragmatism, international peace and security has given us a strategic vision of the state; enrichment of partnerships, including new aspects of partnerships with nuclear powers; strengthened the political reputation of our state.

Astana’s message is clear it is the need for an inclusive dialogue between leading powers to get rid of “block thinking” and to achieve a breakthrough on key issues of the world agenda .

There is no doubt that the achievements of Kazakhstan in the work of the UN Security Council were largely due to the active work of the Head of State in foreign policy and its principleloving initiatives.

Only during 20172018 visits of the President’s twentyfour foreigners, including permanent members of the UN Security Council, were held and many negotiations with world leaders were held on the most pressing issues. Following the highlevel meetings, the agreements reached by the Head of State have laid the foundation for daytoday work of our diplomats.

Now let me tell you more about our work in the UN Security Council.

I. The Highlevel briefing on “Nonproliferation of Weapons of Mass Destruction: ConfidenceBuilding Measures” , held under the chairmanship of the Head of State on January 18, 2018, has undoubtedly been a highlight of our work in the UN Security Council.

The President of the Republic of Kazakhstan for the first time chaired the UN Security Council and spoke in the official language of the official meeting of the Council.

On the basis of Kazakhstan’s experience, Nursultan Nazarbayev decided to devote his speech to a special role of faith in strengthening the nuclear nonproliferation regime , thereby pointing out the availability of a strategic nuclearfree world .

The meeting, chaired by the President of Kazakhstan, was one of the few Security Council sessions, which took place in a mutual understanding atmosphere and made it possible to examine the current critical challenges, including the situation on the Korean Peninsula. This once again defines the political vision of the President and his exceptional peacekeeping potential.

As a result of the discussion, we have made the adoption of the President’s statement for the first time included the topic of nonproliferation of weapons of mass destruction in UN resolutions and preventive measures.

II. Kazakhstan has been actively working to resolve conflicts and crises in the Middle East, Africa and other parts of the world. This fully corresponds to the President’s vision of the prevention and elimination of the global war .

No doubt, this is not an idealistic assessment, but a calculated and justified strategic goal. In this regard, in his speech at the 47th session of the UN General Assembly in 1992, there is no indication that our President proposed to launch confidencebuilding measures to ensure peace and security in Asia.

At the same time , I can not say that all countries have welcomed the initiative of the Conference on Interaction and Confidence Building Measures in Asia (the Council of Asia). Today, the Asian Council has gained momentum and support from the majority of Asian countries that have been convinced of the timing of time.

The title of honest and fair mediator has become one of the features of Kazakh diplomacy. The practical outcome of the Astana Process on the Situation in Syria is a clear indication.

Due to joint efforts with the Pledged States, the military action regime and escalation zones have been ensured, and conditions have been created for refugees to return safely to their home countries. By strengthening confidence building measures between counterparts, we are working on building a strong foundation for the political settlement of the Syrian conflict on the Geneva platform within the UN framework.

We were able to achieve significant results in the peacekeeping network. In October 2018, Kazakhstan’s peacekeeping mission consisting of 120 servicemen was added to the United Nations Interim Force in Lebanon (UNIFIL) as part of the Indian peacekeeping battalion. Thanks to this, Kazakhstan became the largest provider of peacekeepers in Eurasia.

Together with the Ministry of Defense, we have received the UN Certificate of Peacekeeping Training Center (KAZCENT) in Almaty. In fact, we are building a regional peacekeeping hub that will increase in the near future. We also want to work specifically for the realization of this potential.

III. Kazakhstan has strongly defended the common interests of Central Asia and Afghanistan .

We were guided by the need to coordinate the interests of the region, creating a model of regional peace, security, cooperation and development .

In the context of the active role of the Central Asian states, the priority of “internationalization” of international efforts to stabilize Afghanistan has become an innovative approach proposed by Kazakhstan in this process.

For the first time in the past seven years, we have organized a visit of the UN Security Council members to Afghanistan . This allowed members of the Security Council to get acquainted with the situation and hold meetings with the country’s leadership, business representatives and public figures.

Ministeriallevel debates on the theme “Establishing a regional partnership as a model of security and development in Afghanistan and Central Asia in Afghanistan and Central Asia” , held on January 19, 2018 with the participation of foreign ministers of Central Asia andAfghanistan, demonstrated practical cooperation of the countries of the region with the aim of reducing the threats and challenges of Afghanistan. .

Regular consultations on the common interests of Central Asia in the Security Council and on topical issues of the UN Security Councilagenda have been highly appreciated by our neighbors in the region. It’s worth noting that today, the three neighboring states are nominated for the UN Security Council.

I am convinced that this approach has contributed to rapprochement, mutual understanding and understanding. I think it is also a reputable outcome of our work in the United Nations.

IV. In his speech at the 70th session of the UN General Assembly in September 2015, President Nursultan Nazarbayev proposed to create a global counterterrorist coalition of states within the framework of the United Nations in regard to the fourth priority of “International counterterrorism” .

The President’s appeal to the UN Security Council was proposed as a basis for the creation of such a coalition as the adoption of the World Terrorism Code .

In January 2018 we introduced the Code at the UN headquarters, and in September of the same year, this document was signed by representatives of seventy countries. Today, the Code unites 80 countries.

The main objective of the Code is to achieve a world free of terrorism by 2045 by establishing an international coalition of counterterrorism countries.

Many countries recognize the initiative of Kazakhstan as an important basis for strengthening cooperation in combating terrorism in the context of international instruments and lack of confidence.

The Security Council of the Republic of Kazakhstan has organized the work of the most important sanctioning committees on ILIM / DAIS, AlQaeda and the Taliban movement . We have done our best to contribute to the work of these Substructures of the Council.

I would like to emphasize that Kazakhstan has acceded to Nineteen international instruments in combating terrorism . Here are some of the members of Parliament who have ratified a number of international conventions and protocols in a short time.

Kazakhstan’s activities on the counterterrorist platform of the Soviet Union certainly make it possible for us to work successfully in practical operations. The evidence of the recent Cussan operation was a clear indication.

V. About 70% of the UN Security Council’s agenda is dedicated to Africa’s most vulnerable region. During the postcolonial period in Africa there were more than two hundred revolutionaries, with more than 7 million deaths in largescale 30 wars and many conflicts. These include extreme poverty, large external debt, and activities of religious extremist groups.

As Kazakhstan’s experienced and responsible member of the world community, it will not be left to solve problems in Africa.

Somalia and Eritrea , as well as the effectiveness of their efforts. Our efforts to reduce the activity of international terrorist groups in the East Africa region have been a major catalyst for a major process of bringing Africa’s horn region closer together. The withdrawal of longterm sanctions from the UN Security Council, which has been in effect since 2009, has become a practical outcome of Kazakhstan’s efforts.

VI. Kazakhstan has made a practical contribution to the achievement of sustainable development goals for the implementation of the sixth and seventh priorities ; promoted the concept of relationships between security and development; supported the reform of the UN system for more effective work to develop; The United Nations has been involved in changing the open and accountable structure.

In this regard , I note the practical implementation of the initiative of the Head of the State on the establishment of the UN Hub in Almaty .

Today in Almaty there are 14 programs and institutions of the United Nations that have a multicountry and subregional mandate. Thus, the largest megacity of the country is actually an interregional center of UN agencies.

A modern building for international organizations has been allocated in Almaty. The practical aspects of the transition to a new building are at the stage of coordination with the UN.

The Hab in Almaty will work harmoniously with the United Nations on reforming the United Nations, in particular its development at the national and regional levels as well as on the interregional level, addressing the common development challenges for the region. The center will coordinate efforts to achieve sustainable development, humanitarian assistance, and disaster risk reduction.

A great practical work has been done jointly with the state authorities of Kazakhstan.

The Kazakh delegation took part in the mainstream political events of the Council, as well as meetings of 22 subsidiary bodies: 15 committees, six working and one coordinating group. During two years, we have participated in more than a thousand open and closed meetings of the Security Council, about forty nonformal meetings of the members, more than 20 field trips of the Council, contributed to the adoption of 115 resolutions and 48 statements of the President of the Council and 22 coauthors of the Council’s documents.

Not only were the staff of the permanent representation of the RK in the United Nations, but hundreds of diplomats from the central office and foreign offices, as well as more than 70 staff from other state agencies tested the hard work of the main body of the United Nations. We also presented to more than 30 Kazakhstani experts and journalists about the work of the Security Council. This is an invaluable experience.

Dear deputies of the Majilis,

Kazakhstan has fully implemented the potential of “fair and honest broker”, which unites the countries in the spirit of understanding and cooperation in the solution of complex international problems .

Respectful attitude towards the country and its Leader, which builds foreign policy on the basis of trust, mutual respect and partnership, has enabled us to fully implement all of our priorities in the Security Council. In this work, we have been able to take important actions and final documents that reveal the initiatives of the Head of State.

In general, our membership to the UN Security Council is unstable

to strengthen its reputation as an active and responsible international player;

international cooperation in the field of security;

to give a new impetus to the solution of regional issues;

to bring the professionalism of domestic diplomacy to a qualitatively new level on the basis of unique practical experience;

to advance our specialists to the UN structure;

access to operative information on important international issues.

Once again, I would like to emphasize that the international prestige of the Head of State as a politician with a global vision of a strategic vision and global thinking has been the main guarantee of our country’s foreign policy.

We intend to continue active work on the UN area , act for multilateral cooperation, support world order based on internationally recognized principles, jointly with other countries to overcome global challenges and promote global and regional peace and development.
