by May 2, 2018 Legal

According to Zh. Kassymbek, eight basic components of the Intelligent Transportation System (ITS) have been defined on the basis of international experience. The Republican level includes four main systems

A charging system is being introduced, as well as collecting and providing information on road conditions to road users. In the current year, work is underway to introduce a fee system in the areas Astana Temirtau, Almaty Kapshagay and Almaty Khorgos, with a total length of 469 km.

Work is underway to develop a mobile application, use RFID tags for contactless write-off while traveling, and install video cameras, weather sensors and placards to inform drivers.

The experience of countries on the use of Specialized Automated Measuring Tools (SAMT) shows that during the first year of the introduction of the system the number of violations is reduced by 50-80%. This year it is planned to launch 12 SAMTs, by 2020 their total number will be brought to 46 units.

The introduction of a road assets management system will optimize the expenses allocated for the maintenance and repair of roads on the basis of detailed data on the state of roads.

There are four main components of ITS for cities, two of which are mandatory for all regional centers: Photo and Video Recording System, and Monitoring System for Passenger Transportation and Electronic Billing.

Traffic Control System is designed to increase the throughput of intersections with the help of dynamic control of traffic lights.

The main function of the Park Management System is to optimize the use of the parking space of large cities to normalize the overall road and transport situation.

“In addition to ITS projects, there are projects for the digitization of certain areas and processes in the civil aviation and railway industry,” Zh. Kassymbek stressed.

In the railway transport sector of Kazakhstan Temir Zholy NC, the program Digital Railway for 2018-2022 was adopted. Within the framework of the Program, it is planned to implement about 21 projects in the main 4 directions.

Thus, the introduction of ITS and digitalization of transport industries will help achieve the following indicators:

Reduction of the number of accidents 8-10%;

Reduction of travel time 20%;

Increase of information accessibility 70%;

Reduction of harmful emissions 24%.

“We plan to receive the overall economic effect from the introduction of these projects to the amount of 380 billion tenge by 2023,” Zh. Kassymbek summed up.

On the issue under consideration, the report of Chairman of the Board of KTZh NC JSC, K. Alpysbayev, was also heard.
