Medical aid to servicemen and members of their families within the framework of the Law “On Compulsory Social Medical Insurance”

The Ministry of Defence of the Republic of Kazakhstan held a briefing with participation of Deputy Minister of Defence Major-General Talgat Zhanzhumenov, representatives of the Ministry of Healthcare, which discussed issues of implementing the Law on compulsory social medical insurance.

In accordance with Article 4 of the Law of the Republic of Kazakhstan On Compulsory Social Medical Insurance, one of the main principles of the compulsory insurance is the principle of compulsory payment of deductions and (or) contributions, as well as joint responsibility of the State, employers, and citizens. The Law also determines the category of citizens who are exempted from paying contributions to the compulsory social medical insurance fund. This category includes servicemen, members of their families and military pensioners of the Armed Forces, other troops and military formations of the Republic.

Medical aid to servicemen, members of their families, military pensioners, is provided in departmental medical organizations (military hospitals and infirmaries). In the absence of departmental medical organizations in the place of their service or place of residence or lack of appropriate departments, specialists or special equipment, medical assistance is provided within the guaranteed volume of free medical care and compulsory social health insurance. At the same time, members of servicemen families, as well as all citizens of the country, are subject to the general procedure for providing a guaranteed volume of free medical care and compulsory social health insurance.

To date, an interdepartmental working group, which includes representatives from the Ministry of Healthcare of the Republic of Kazakhstan and the Main Military Medical Department of the Armed Forces of the Republic of Kazakhstan, is working on implementing the Law On amendments and changes to some Legislative Acts on Healthcare. As a result of the adopted bill, the volume and quality of medical services will be improved.
