Mazhilismen consider bill on extending functions of Ministry of Defence and General Staff

Mazhilis of the Parliament discussed the draft law On amendments and additions to some legislative acts of the Republic of Kazakhstan on the issues of defense and military service in the first reading at the Plenary Session.

If as per the law in force the Ministry of Defence and General Staff have today 27 and 17 functions respectively, the draft law provides for 51 and 35 respectively. Additional functions, in fact, are not only new, but also meet contemporary requirements. For example, functions of Ministry of Defence will include monitoring of the information space in the field of military security and combating the sources of threat within its competence, Minister of Defence Saken Zhasuzakov said presenting the bill.

According to the Minister, the draft also stipulates the approving by Defence Ministry the rules on environmental safety in the Armed Forces, and administering by General Staff the preparation for the Armed Forces special operations.

As the Minister informed, functions of Land Forces, Air Defence Forces and Navy Forces are not detailed in the existing law, while the bill being proposed provides well-defined functions of these kinds of the Armed Forces.

Saken Zhasuzakov also noted that the draft law is supplemented by new concepts: combat capability, special operations, territorial forces, special deployment of territorial forces, defensive research, military-industrial complex.
