Mazhilis approves the first reading of bill on dactyloscopic and genomic registration

The Mazhilis approved the first reading of draft law On Dactyloscopic and Genomic Registration.

The bill provides a legal basis of dactyloscopic and genomic registration, as well as the use of this information for authentication and identification purposes, Minister of Internal Affairs Kalmukhanbet Kassymov introduced the bill.

According to the Minister, the need for dactyloscopic and genomic registration is dictated by international practice and standards applied to national identity documents. Since 2009, passports and identity cards of Kazakhstanis are provided with an electronic chip with the data about the owner, his photograph and digital signature. Now, the international standards for identification documents apply higher requirements. Introduction into the chips of additional biometric information on fingerprint are provided for the purpose of reliability of electronic documents and improving their security.

As K.Kassymov noted, issuing passports with fingerprint information is already practiced in many countries for several years. About 100 countries are implementing national projects on biometric registration.

Fingerprint will be registered when making a passport, identity card or seafarer identity card. Children aged 12-16 will be subject to fingerprint registration at the will or with the consent of parents or persons substituting them. Children under 12 will not be subject to dactyloscopic registration. Foreigners who violated the legislation of Kazakhstan and who are subject to expulsion from the country will undergo the dactyloscopic registration in the first place. In addition, foreigners will be fingerprinted when obtaining a visa. Subject for dactyloscopic registration will also be refugees, migrant workers and foreigners staying in Kazakhstan with a residence permit. Collecting fingerprint information will be assigned to the international affairs bodies. Fingerprint registration will also be conducted at the foreign institutions of the Ministry of Internal Affairs on the issuance of visas. Seafarer identity card will be issued by Transport Control Committee. In addition, border guards will also be engaged in fingerprinting when crossing the state border.

Dactyloscopic information is the biometric data about the features of the structure of papillary patterns of human fingers which allow establishing his identity and personal data. Genomic information is coded information about the specific DNA fragments of a human or an unidentified corpse which allows establishing his identity and personal data. The draft law defines the circle of persons subject to dactyloscopic and genomic registration, as well as a comprehensive list of state bodies responsible for its collection, accumulation and storage.
