Majilis presented with changes to the Constitutional Laws
The draft of the Constitutional Law “On Introducing Amendments and Additions to Some Constitutional Laws of the Republic of Kazakhstan” was presented in the Majilis of the Parliament of the Republic of Kazakhstan.
The draft Constitutional Law was developed in accordance with the legislative initiative of the President. It is aimed at bringing certain constitutional laws in line with the amendments to the Constitution, � Minister of Justice Marat Beketayev said presenting the bill.
The Minister specified that changes are introduced into 8 constitutional laws: On Elections, On Parliament and the Status of Its Deputies, On the National Referendum, On Government, On Constitutional Council. On the First President – Leader of the nation, On the judicial system and the status of judges
In the Constitutional Law On the President, the Presidential powers are brought into line with the constitutional amendments. In particular, the President appoints Government members upon the recommendation of the Prime Minister submitted after consultations with the Majilis of the Parliament. At the same time, in the event of an appeal from deputies of the Parliament to dismiss of a member of the Government in accordance with the procedure established by the Constitution (Subarticle 6 of Article 57) the President relieves them of their duties, – Marat Beketayev said.
The Minister of Justice also added that the following legislative functions are excluded from the Constitutional Law On the President:
– issue decrees having the force of law;
– declare urgency of a draft law;
– charge the Government to submit a bill to the Majilis;
– repeal Government acts.
In the Constitutional Law On the First President – Leader of the Nation amendments are introduced regarding the name and clarification of the status of the First President of Kazakhstan as Elbasy. The bill provides for a number of other changes.
