Majilis approves bill on defense industry
The Deputies of the Majilis of the Parliament of the Republic of Kazakhstan approved in the first reading the bill On defense of industry and state defense order.
Analysis of the legislation in this industry revealed the absence of a systematic approach to the development of the defense industry, support to the organizations of the defense industry complex, as well as the relations that arise between the entities that carry out their activities in this sphere, � Minister of Defense and Aerospace Industry Beibut Atamkulov said, presenting the bill.
According to the Minister, the draft law will allow to implement a state policy in the field of the defense industry and the state defense order on a systematic basis.
This bill provides for, firstly, consolidation of the main tasks of state policy, as well as state regulation in the field of defense industry and state defense order. Secondly, defines new concepts like the defense industry, the organizations of the military-industrial complex, military-technical cooperation, unused property, � Beibut Atamkulov said.
Thirdly, as it was noted, the bill provides for determining the powers of the Government, the function of the authorized body, the authorized organization.
Fourth, in order to stimulate the organizations of the defense industry complex, as well as to modernize manufacturing, it is envisaged to consolidate state support, such as: financial, information and consulting, personnel, foreign economic, provision of state preferences and other support measures.
