Labor Ministry compares benefits for children over 10 years

Today, on the eve of the Children’s Day, a press conference took place in the Ministry of Labor and Social Protection of Population, where Deputy Minister Svetlana Zhakupova, Deputy Director of the Social Welfare Department Balzhan Bayakhatova and Head of the Targeted Social Assistance Department Ainur Abdyrakhmanova made a presentation on the social security of families with children in Kazakhstan.

Opening the event, Svetlana Zhakupova noted that over the past 10 years, the amount of the childbirth benefit increased more than 8 times, from 16 380 tenge to 142 947 tenge. At the end of 2017, the birth grant was received by 392.7 thousand people for the amount of 34.7 billion tenge, � the Deputy Minister said.

At the same time, the allowance for the care of a child up to one year old in the last 10 years has increased 4-fold and amounted to 20 195 tenge. Thus, according to the results of 2017, more than 145 thousand people received a childcare allowance for the amount of 32.4 billion tenge. As of May 1, 2018, about 132 thousand people received support for a total of 9.8 billion tenge.

In addition, B. Bayakhatova particularly stressed that since 2008, payments have been made in the event of the onset of social risks in cases of loss of income due to pregnancy and childbirth. In 2017, more than 180 thousand people received this type of payment in the amount of 62.6 billion tenge. As of May 1, 2018, 68.5 thousand people received 22.4 billion tenge.

As for the childcare allowance after reaching the age of one year, in 2017, at the expense of the SSIF, more than 225 000 people received benefits totaling 74.1 billion tenge. To date, more than 265 thousand people have been paid an amount of 29.2 billion tenge.

Along with this, there is growth in the numbers of working women, which is evidenced by an increase in the number of beneficiaries of childcare allowance from the funds of the SSIF. Thus, if in 2013 this type of benefits was received by more than 135 thousand people, then in 2017 their total number was about 225 thousand people.

It should be noted that since 2014, the pension contributions of beneficiaries of payments for the care of children until they reach the age of one are subsidized.

4.4 billion tenge was transferred from the SSIF to the individual pension accounts of more than 85 thousand recipients of social payments to care for a child under the age of 1. As of May 1, 2018, more than 80 000 recipients received 1.4 billion tenge � B. Bayakhatova noted.

At the same time, she stressed that today a large family is an indicator of the effectiveness of state social policy. The state supports mothers of large families, awarding them with pendants “Altyn alkha”, “Kumisalkha”, provides material assistance. Thus, mothers-heroines receive lifelong assistance in the amount of 6.4 MCI or 15 392 tenge. It should be emphasized that they have a number of tax benefits, such as exemption from vehicle tax, state taxes, etc.

The number of births in January-March 2018 was 92.6 thousand, which is 0.3% more than in the corresponding period of 2017. The total fertility rate per 1000 people was 20.57. At the same time, the number of families in Kazakhstan exceeded more than 4 million, the family coefficient is 3.5, � B. Bayakhatova said.

The speaker also noted that since 2010 a state allowance has been introduced in the amount of 1.05 times the minimum wage for parents, guardians and adoptive parents raising a disabled child until they reach adulthood. Thus, in 2017, more than 77 000 families received this allowance in the amount of more than 24 billion tenge. As of May 1, 2018, more than 79 000 people received payments in the amount of 9.5 billion tenge.
