Kazakhstanis to evaluate state bodies via web portal

Kazakhstan conducts systematic work to increase citizens awareness of the state bodies activities, Minister of Information and Communication Dauren Abayev informed at the Government meeting.

According to the Minister, one of the important conditions of civil societys meaningful participation in public decision-making is their awareness of the state bodies activities. In this regard, work is underway to ensure the full implementation of the law On Access to Information adopted in 2016.

Firstly was formed the basic regulatory framework. In addition, in order to ensure public control over the implementation of the law, there was created the commission for access to information, where non-governmental sector is widely represented.

Secondly, a cycle of seminars to clarify the provisions of the law among the population was held in 2016 for civil servants, local executive bodies officials, NGOs and journalists. The work will be continued the current year.

Thirdly, implementing the law on access to information is being monitored. According to its results, the state bodies receive the appropriate recommendations to improve their online resources.

Fourth, the extensive work is being carried out on technical support of 5 internet portals of Open Government.

So, the Open NGOs portal contains today over 7,500 documents, including the bills and public service standards. Public discussion of the draft regulations on this portal is a prerequisite for their adoption.

In addition, Open Budget portal provides for public discussion over 2,000 materials, as well as over 6,000 draft budget programs. Open Data portal contains more than 2,000 sets of data, provides for download 21 mobile applications and services.

Open Dialogue portal provided in 2016 answers to 9,500 appeals in general. The blogging platform is connected to local executive bodies for prompt resolving of the most pressing social problems.

State Bodies Efficiency Evaluation portal was launched in 2017, it will provide for public discussion the information on the results of evaluating the state bodies, reports on achieving target indicators of strategic plans and territories development programs.
