Kazakhstan to establish a single IT platform for procurement and manufacturers
During the Government meeting, Prime Minister B. Sagintayev instructed to increase the share of domestic products in public procurement.
Recall, recently President Nursultan Nazarbayev chaired an extended meeting, during which the Cabinet was given a number of specific tasks on execution of the Presidential Address.
Prime Minister Sagintayev noted that introducing a centralized procurement mechanism for vehicles has increased the potential of domestic manufactures and modernized their production.
“We have agreed to implement this work in light and furniture industry this year. It is necessary to expand the list of sectors in which the same approach will be implemented,” – B. Sagintayev said.
In this regard, the Ministry of Investments and Development jointly with NCE Atameken were tasked to within a week make specific proposals on resolving this issue.
Additionally, the Ministry of Finance jointly with the interested state bodies was tasked to closely monitor the tender documentation for use of domestic products within all procurements.
- Sagintayev dwelled on the quasi-public sector. He noted that there is no common policy in this matter, and tasked to within a week develop common approaches for common rules on procurement for the transparency and accessibility-based companies.
“Based on these approaches, the Ministry of Finance must develop an appropriate bill before the end of the first quarter,” – B. Sagintayev said.
At the same time, the Prime Minister instructed the Ministries of Investments and Development, Finance, jointly with NCE Atameken and national holdings to create a unified IT platform for procurement and manufacturers, bringing together all relevant databases, including the quasi-public sector and subsoil users.
In addition, the Ministries of Investments and Development, Energy, jointly with Samruk-Kazyna and Akims were tasked to work with every large enterprise and make target indicators for increase of local content.
“I will keep personal control on issues of public procurement,” – B. Sagintayev emphasized.
