Kazakhstan to accelerate the civil service selection procedures

The Senate adopts at the Plenary Session the law On Amendments and Additions to some legislative acts of the Republic of Kazakhstan on civil service affairs.

As you know, last year we adopted a new law on civil service in the framework of Nations Plan under the instructions of the Head of State. In May this year, the National Commission reported to the Head of State some proposals, Chairman of the Agency for Civil Service Affairs and Anti-Corruption Kairat Kozhamzharov introduces the bill.

In his words, the draft law changes the procedure for civil service recruitment. There are 1-3 stages of competition to fill the vacancies presently. An internal competition is held among the employees of the public body with the vacancies available. If no suitable candidate found, there is a second internal competition among employees of all state bodies. If there is no a selected candidate at the second stage, general competition will be held.

The draft law provides for the combining of the second internal and general competitions, which will result in quicker filling the vacancy. Currently, the vacancy filling procedures take 16-52 days. The proposed amendments also simplify the procedure for corps A civil servants filling the corps B vacancies. Currently, the corps civil servants are appointed to a lower position only by the decision of the National Commission on Personnel Policy.

The draft law proposes to vest such right in the Agency and to reschedule the test of knowledge of laws and personal qualities evaluation, which is set by the current legislation for December 1, 2017. Under instructions of the Head of State, the system is being introduced this year.
