Kazakhstan plans to open a new Internet portal

The Ministry of Religious Affairs and Civil Society, with participation of Deputy Minister Abzal Nukenov, discussed the draft Concept of the subprogram “Atameken”. This program is an integral part of the Tughan Zher Program, developed as part of implementing the program for modernizing public consciousness Ruhani Zhanghyru.

During the meeting, representatives of NGOs and the expert community considered the main conceptual approaches to the implementation of the subprogram, consisting of three basic projects: Azamattyk bastamalar kartasy, Azamattyk Bakhylay, Zhomart Zhurek.

The main task of the Azamattyk bastamalar kartasy basic project is to identify the actual needs of the regions, to stimulate civil initiatives, as well as to involve the state, representatives of business structures, NGOs and volunteers in the implementation and support of regional projects.

The task of Azamattyk Bakhylay is the operative solution of the most acute socially important issues, as well as the creation of a mechanism for assessing the efficiency of public authorities by citizens.

The implementation of “Zhomart Zhurek” is aimed at stimulating, encouraging and motivating the population to participate in developing the small motherland.

The meeting was attended by Yerlan Sairov (political scientist), Aigul Solovyova (SF “Aimak”), Yessentugel Yeleuken(RYNGO ” Kazakhstan KVN Union”), Kanat Auyesbay (member of the NJSC Civil Initiative Support Center Expert Commission), Chingiz Lepsibayev (SF Eurasian Expert Council), Elena Dmitrienko (NGO Zhuldyz), Bayan Akhmetzhanova (ALE NGO Forum of Astana), Kairat Yelubayev (SF Kakharman Urpakh), Nurlan Uteshev (NJSC Civil Initiative Support Center) and others.

During the discussion, the meeting participants proposed a number of measures to implement the projects.

Deputy Minister of Religious Affairs and Civil Society A. Nukenov noted that the implementation of the Atameken subprogram concept contributes to the increase of civil initiative. Within the framework of this project, every citizen has the opportunity to contribute to solving social and other problems. For example, it is planned to create an Internet portal, which will allow citizens to use EDS to direct problems and proposals for their solution.

Political scientist Yerlan Sairov noted that implementing these projects will unite all Kazakhstani people. To this end, he proposed to work out in detail the issue of creating and promoting this Internet portal, so that all citizens could participate in this process.

In turn, the well-known journalist Kanat Auyesbay said that when implementing projects, it is necessary to take into account key performance indicators (KPI), which will allow evaluating the projects’ efficiency.

Following the meeting, Deputy Minister of Religious Affairs and Civil Society A. Nukenov invited representatives of NGOs and the expert community to take an active part in the work of project groups as experts and consultants, as well as in public monitoring of the implemented projects.
