Kazakhstan peacemaker in big-league politics
It is not the first time when Kazakhstan plays such a role. Since the very first years of independence, Kazakhstan has taken the position of a peaceful country having friendly relations with all countries – from Russia to the United States. The President’s policy of multi-vector and global integration initiatives proved that. Another important step made by Kazakhstan – the rejection of the fourth-largest nuclear weapon arsenal and the closure of nuclear polygon.
A bright example of the Kazakhstan success in peacemaking – help in the settlement of the Russian-Turkish conflict last year. Nursultan Nazarbayev played a significant role here. The conflict was resolved peacefully, without the use of force, and both sides have recognized the great merit of the Kazakh President.
There are many such examples – preparing proposals for a peaceful settlement of the Nagorno-Karabakh situation by Kazakhstan together with Russia in early 90s, and Nursultan Nazarbayev’s participation in the development of the Minsk agreements during the time of the crisis between Russia and Ukraine after Kiev Maidan.
One for all
The upcoming talks in Astana – is just the beginning. Kazakhstan as a non-permanent member of the UN Security Council was appointed the Chairman of the Security Council Committee on Afghanistan (Committee 1988). Also, taking into account the relationship between the committees on Afghanistan and ISIS – Kazakhstan has got the presidency at the Committee on ISIS/DAISH/Al-Qaeda. In addition, our country will head the Sanctions committee on Eritrea/Somalia for the next two years.
Now, being a chairman of the UN Security Council Committee Kazakhstan intends to raise other important issues for the region: regional security, political settlement, improving the socio-economic situation in Afghanistan.As the FA states, the challenge is to make Central Asia and Afghanistan region as “a zone of peace, cooperation and security”.
Kazakhstan has officially stated that the country is going to draw the attention of the international community to the needs of the Central Asian region – not only ours but also the neighboring ones – the fight against terrorism and extremism, the urgent economic and environmental problems, socio-economic stability.
Action plan’s been shaped
Last year, the Kazakhstan’s accession to the non-permanent UN Security Council members became known for the whole country. This is a big step for Kazakhstan, positioning itself as a state, ready to take responsibility and participate in the resolution of regional conflicts, building cooperation bridges and integration associations. When voting Kazakhstan has got the support of 138 countries, and its main competitor – Thailand was supported by only 55 UN member states. These figures confirm the authority of Kazakhstan and President Nursultan Nazarbayev. It is worth to note that Kazakhstan – the first Central Asian state that has taken the post in the Security Council.
There are five permanent Security Council members – the US, Britain, France, Russia and China. Kazakhstan has established strong partnership with all of them, especially with Russia, China and the US, our strategic partners.
All five states are members of the so-called “Nuclear club”, officially confirming the existence of nuclear weapons. It is possible Kazakhstan will be able to bring the global community to reduce the nuclear tests.
Kazakhstan’s strategy on the post of a non-permanent member of the UN Security Council has already been worked out. It includes four areas of international cooperation: food, water, energy and nuclear safety.
All four branches were chosen not by chance. Kazakhstan, being a major exporter of grain and flour, is pursuing a consistent policy in addressing food security challenges. Last year, on the initiative of Nursultan Nazarbayev the Islamic Organization for Food Security was set up. The organization is headquartered in Astana and created on the basis of the OIC. Thus, the state – members of the organization are able to work together to solve problems with the seed and the development of technical innovations for the effective development of agriculture and biotechnology.
The water issues reflect the tragic experience of our country on the draining of the Aral Sea, and the provision of energy and nuclear safety – a problem of global proportions, in which Kazakhstan is involved. Our country plans to recover the debates on climate change in the next two years.
Kazakhstan has set the most ambitious goals. Now our country has a real opportunity not only to contribute to the work of the main associations, but also to promote the national interests of Kazakhstan, as well as the interests and needs of our neighbors by the end of 2018.
