Kazakhstan considers low alcohol beverages advertising legalization

Deputy Minister of National Economy Serik Zhumangarin reported on issues arising during discussions of the draft law on amendments to advertising.

Currently we are considering matters relating to the development of TV-shopping, issues are raised on legalization of low alcohol beverages, there are issues relating to returning payments for placing advertisements on means of transportation, there are clarifications with the Code for administrative offences, including advertising on cultural monuments or in locations of cultural objects, – Serik Zhumangarin said during the round table on these issues in the Majilis of the Parliament of the Republic of Kazakhstan.

As was noted by the Deputy Minister, the discussions found some contradictions.

A number of serious contradictions have been revealed. We noticed that we have missed the opportunity to restrict permissions to place outdoor visual advertising, which are issued by the national operator for roads. Even though the process is running, there are no permissions or notifications of it in the legislation. There are a number of issues relating to who, in the end, must receive the permission documents – the advertiser or the advertising distributor. Today’s practice is not straightforward, � Zhumangarin added.
