Kazakh Minister partook in CICA Conference hall ‘Silk Road’
Grand opening ceremony of the conference hall “Silk Road” took place at the Secretariat of the Conference on Interaction and Confidence Building Measures in Asia (CICA) on August 28, 2018 in Astana.
Minister of Foreign Affairs of Kazakhstan Kairat Abdrakhmanov taking part in the ceremony noted that for 26 years CICA has become a really functioning institution uniting 27 states and aimed at building the architecture of multilateral relations on the Asian continent.
CICA Executive Director Gong Jianwei acquainted the head of the Kazakh foreign ministry with the possibilities of using the conference hall.
The conference hall of the Secretariat is equipped with the efforts of the People’s Republic of China (PRC) – the CICA chairman for2014-2018. The hall meets the latest world requirements in the field of information technology and is expected to become a convenient platform for productive work to solve common problems in Asia.
The Kazakh side expressed gratitude to the PRC for its support and contribution to the CICA process’ development and for the technical equipment of the Secretariat. Mr. Abdrakhmanov wished success to the Secretariat staff in their important activities in promoting the CICA principles and ideas.
The CICA Secretariat has been successfully operating since 2006. In October 2016 the office was moved from Almaty to Astana city.
IN the near future Tajikistan will assume the CICA Chairmanship from the People’s Republic of China. In this regard, the post of CICA Executive Director will be occupied by the representative of this state.
President Nursultan Nazarbayev in October 1992 from the rostrum of the 47th session of the General Assembly initiated the CICA convening.
Currently CICA unites 27 member-states covering almost 90% of territory and population of the continent. Seven countries and four international organizations, including the UN, have observer status (Azerbaijan, Afghanistan, Bahrain, Bangladesh, China, Egypt, India, Jordan, Iraq, Iran, Kazakhstan, Iraq, Iran, Kazakhstan, Qatar, Mongolia, United Arab Emirates, Pakistan, Palestine, Russia, Tajikistan, Thailand, Turkey, Uzbekistan, Sri Lanka).
Observer states are Belarus, Indonesia, Laos, Malaysia, the Philippines, Ukraine, the United States and Japan, as well as the International Organization for Migration(IOM), the League of Arab States, the Organization for Security and Cooperation in Europe (OSCE), the Parliamentary Assembly of Turkic Speaking Countries TURKPA) and the United Nations.
It is to be recalled “Catalog of Confidence Building Measures”, which contains a list of confidence-building measures was adopted during the second meeting of the foreign ministers of CICA member states in Almaty in 2004.
The post of Executive Director of CICA was occupied by representatives of Kazakhstan (from2002 to 2010), Turkey (from 2010 to 2014) of China (from 2014 to the present). Since 2002, four CICA summits have taken place with the participation of heads of states/ governments.
