Kazakh citizens in Baikonyr to have access to Kazakhstan healthcare
Kazakhstan citizens living in the city of Baikonyr will receive medical aid equally with all Kazakhstanis. This was announced by Minister of Healthcare of the Republic of Kazakhstan Yelzhan Birtanov at the plenary session of the Majilis of the Parliament of the Republic of Kazakhstan.
The session covered the draft law On ratification of the Protocol on Amendments to the Agreement between the Government of the Republic of Kazakhstan and the Government of the Russian Federation on the order of medical care for personnel of the Baikonur Cosmodrome, residents of Baikonyr, villages of Toretam and Akay in the context of the lease by the Russian Federation of the Baikonur complex from 17 November 2009.
Within the framework of the current Agreement, in the context of the lease by the Russian Federation of the Baikonur complex, of November 17, 2009, Kazakhstani citizens, and this is more than 48 000 residents of the city of Baikonyr, receive medical assistance from only Russian medical organizations in accordance with the legislation of the Russian Federation. In view of the essential differences from the medical assistance in the Republic of Kazakhstan, our citizens are not provided with the right to receive, in accordance with the legislation of the Republic of Kazakhstan, guaranteed amount of medical assistance, free medicines and medical products, to undergo preventive medical examination. The population of the city of Baikonur is deprived of access to highly specialized medical care available in all regions of the Republic, which increases the risk of adverse outcomes with disability and a decline in the quality of life. The adoption of the Protocol on Amendments to the current Agreement will allow citizens of the Republic of Kazakhstan living in the city of Baikonyr, in the villages of Toretam and Akai, to receive medical assistance in accordance with the national legislation of the Republic of Kazakhstan provided by the healthcare entities of the Republic. Prior to the entry into force of the amendments to the Agreement, in accordance with the agreements of the governments of the two countries, on August 12, 2016 in the city of Baikonyr, a branch of the state communal enterprise with the right of economic management Regional Medical Center of the Healthcare Department of the Kyzylorda region was put into operation. Since January 1, 2018 in the city of Baikonur, a polyclinic has been opened, which has the capacity to service up to 30 thousand people. At the moment, more than 17 thousand people are attached, � Y. Birtanov said, presenting the bill.
According to him, in the Baikonur 8 GP facilities were opened, which, in practice, are fully staffed by mid-level medical specialists for the functioning of the polyclinic. For 2018, the budget allocated over 189 million tenge. From the local budget, 64 million tenge was allocated for the outfit of the polyclinic, and 96.5 million tenge for outpatient and medicinal provision. In 2019, it is planned to open a surgical department with the deployment of an operation unit and resuscitation department. However, the legal consolidation of the activities of Kazakhstani medical organizations in the territory of Baikonur will be possible after the entry into force of the Protocol. In addition, this will create a legal basis for the creation of new jobs for citizens of the Republic of Kazakhstan in Baikonur.
