Issues of effective use of water resources discussed in Senate

The event was attended by deputies of the Parliament, representatives of state bodies, experts.

Opening the discussion, Deputy Chairman of the Senate of the Parliament Sergei Gromov noted that providing the country’s population with water is a complex challenge and requires a systematic approach in its solution. The Vice-Speaker drew attention to the fact that the water availability of the territory of Kazakhstan is one of the lowest among the countries of the Eurasian continent. In the Address of President N. Nazarbayev “Strategy “Kazakhstan-2050: New Political Course of the Established State”, an acute water shortage is named among 10 global challenges in the 21st century.

S. Gromov recalled that the Parliament conducts systematic work on legislative support for water management. In particular, on a systematic basis, water legislation is being improved to achieve and maintain an environmentally safe and economically optimal level of water use and protection of the water fund. At the end of his speech, the Deputy Chairman of the Senate emphasized that the issue under discussion has special socio-economic, political importance and is one of the important indicators of the well-being of the nation.

The Vice-Minister of Agriculture Yerlan Nysanbayev informed the deputies about the implementation of the main provisions of the Water Code, the improvement of use and protection of water resources. The Speaker dwelled in detail on the safety of hydraulic structures, noting that in 2018 it is planned to develop a bill on dam safety.

E. Nysanbayev also spoke on the regulation of issues of water use and protection of international rivers. According to the Vice-Minister, today there are agreements on water sharing of international rivers with all neighboring countries, with the exception of China. For elimination of this gap, a special working group which performs preparation of the bilateral agreement between Kazakhstan and China is created. Work with Central Asian states to resolve issues of water resources use in the region continues.

During the event, Chairman of the Water Resources Committee of the Ministry of Agriculture Islam Abishev, Chairman of the Committee on Construction, Housing and Communal Services of the Ministry for Investment and Development Markhabat Zhayimbetov, President of Association of Enterprises of Water Supply and Sanitation “Kazakhstan Su Arnasy” Valeriy Syundyukov, CEO of LLP “Institute of Geography” Ahmetkal Medeu, Deputy Director of International Fund for Saving the Aral Sea Amirkhan Kenshimov, Branch Director of Scientific-Information Center of the Interstate Commission for Water Coordination in Central Asia Nariman Kipshakbaev.

On the discussed problems senators Dariga Nazarbayeva and Kuanysh Aitakhanov also shared the opinions.

Summing up the discussion results, Chairman of the Committee on Agrarian Issues, Environment and Rural Development Sergei Plotnikov emphasized that a useful and productive conversation had taken place. The speakers touched upon a number of pressing issues related to the regulation of water use and use of the resources of international rivers. The suggestions stated during the discussion will be included in the recommendations, which are supposed to be sent to the relevant state bodies and used in the further legislative work of the Parliament.
