In Kazakhstan system of rendering special social services to be reformed
Reforming the system of special social services will be carried out in two stages.
At the first stage, measures will be taken to improve standards and strengthen the targeting of special social services. Alternative forms of social services will be introduced, small-scale houses and day centers will be developed, which will be aimed at integrating into society of those who are in a difficult life situation.
The key issue will be the improvement of the system of training and retraining of personnel. Professional standards for training, retraining of social workers will be developed and an independent system for assessing their qualifications.
Within the second stage, it is planned to unbundle existing medical and social organizations, establish schools on their basis for training, retraining of personnel, rehabilitation centers.
“The reform will eliminate duplication in social work, optimize the process of providing special social services, ensure efficient use of resources (financial and human resources), provide access to special social services,” the message noted.
At the same time, the Concept of further deepening of the modernization of the system of rendering special social services is aimed at the transition to market principles for the provision of special social services.
Recall that the system of special social services had started to change in 2009, with the adoption of a new law “On special social services”. To date, the necessary legal framework has been created, allowing step by step to ensure the introduction of Standards for the provision of special social services.
