Akim of Aktobe region held a meeting on the issues of implementation of tripartite memorandums of mutual cooperation under the chairmanship of the head of the region Berdybek Saparbayev, akimat, regional trade union center and heads of enterprises.

In 2018, 4781 memorandums on stabilization of production processes, ensuring labor rights and guarantees of workers were signed in the region.

Acting Head of Labor Inspection According to Baurzhan Orazayev, as a result of their implementation last year salaries in 591 enterprises of the region were raised. Growth of wages mainly affected the production staff. For example, from January 2018 salaries of employees of “CNPC-Aktobemunaygas” JSC are from 12 to 23%, “SNPS – Aktobe Transport Company” LLP – up to 7-23%, “Kazakhoil Aktobe” LLP, -Oriel LLP, Voskhod Khrom LLP, ARMBZ LLP, Vostok Oil and Service Company LLP, Basalt-A LLP and other enterprises up to 10% .

Berdybek Saparbayev noted that the practice of signing memoranda on labor rights and guarantees of employees will continue this year. He instructed to ensure collective bargaining in the enterprises and organizations of the region and to continue the work on creation of trade unions.

To date, more than 8,600 collective agreements have been concluded in the region, of which 95% are large and 94,7% are subjects of small business. Last year, Labor Inspection completed five cases of non-fulfillment and termination of obligations under the Collective Agreement. For example, LLP “Energosystem” did not pay medical aid to 1,800 employees for a total sum of 103 million tenge. All revealed violations were issued and administrative penalties were imposed.

Besides, the head of the region noted that the control of the labor inspection is bad.

“The obligations of the heads of the enterprises and organizations, regardless of their ownership, must be fulfilled. Otherwise, offenders will be held accountable. Memorandums, collective agreements protect the interests of ordinary employees, so I ask the akims of the districts, the authorized state bodies to prepare and hold responsible for the preparation of these important documents by 2019, “Berdybek Saparbayev summarized.
