IN 2018, 27 CASES OF HAZARDOUS PRODUCTION FACILITIES WERE REGISTERED IN THE COUNTRY, WHERE 17 PEOPLE WERE INJURED
The Committee for Industrial Development and Industrial Safety of the Ministry of Industry and Infrastructure of the Republic of Kazakhstan carries out state supervision over 9 thousand industrial enterprises and about 220 thousand dangerous industrial facilities in the field of industrial safety. It also controls the activities of the subordinate divisions of the Committee. The Committee and its territorial subdivisions are engaged in registration and investigation of accidents and accidents at hazardous production facilities in accordance with Chapter 15 of the Civil Procedure Code of the Republic of Kazakhstan.
In the event of an accident, the organizations having hazardous production facilities, based on the terms and definitions provided for in Article 1 of the Law, submit to the competent authority the main causes of the incident and arrange their investigation together with the interested state agencies to systematize and investigate accidents.
All other events are classified as incidents and the entity using the hazardous production facility shall independently verify.
In 2018, 27 cases of hazardous production facilities were registered in the country, where 17 people were injured and 6 people died. All the accidents have been investigated and appropriate measures have been taken.
In particular, the low level of industrial safety at the facilities of JSC “ArcelorMittal Temirtau”. There were 4 accidents in 2018:
On 10.03.2018 there was an explosion of conveyor belts, coal dust (dust) and cable line of conveyor belts at the mine named after Kostenko;
On the 25th of March, 2018, 2-piece coating plates were dropped in the main building of the boiler-house of the main heat exchanger (steam power plant of steam generating station);
March 31, 2018 the compressed air line and nitrogen line in the oxygen shop were broken;
There were more than 1000 meters of technological pipes (oxygen pipes, nitrogen pipes, compressed air) from the oxygen shop to the oxygen distribution point of the oxygen converter shop.
In accordance with the requirements of the RK Entrepreneurial Code, the authorized body can only verify once a year.
During the period from 2014 to 2018, ArcelorMittal Temirtau JSC Metallurgical Plant carried out five unscheduled inspections, as well as five unscheduled inspections to monitor the implementation of regulatory legal acts. The inspections revealed violations of 5153 industrial safety requirements, and 89 individuals were fined. In particular, 843965 thousand tenge to 74 individuals, 10 056 250 million tenge to 15 legal entities. Tenge was fined. The operation of 642 hazardous production facilities, technical facilities and buildings was suspended.
One of the priority tasks of the Committee is to reduce accidents and injuries at hazardous production facilities. In this regard, the Committee is ready to cooperate with all the interested bodies and organizations to address the aforementioned issues.
