Implementation of “Orleu” project to be discussed in Akmola rgn
The seminar will consider the implementation of the “Orleu” project in the regions, a new mechanism for providing conditional cash assistance through the employment centers, the concept of advocacy for the implementation of the project and the introduction of targeted social assistance for the new format in 2018.
The purpose of the “Orleu” program is to help low-income citizens and their families through retraining and subsequent employment, or creating their own business by concluding a social contract and introducing a support system with conditional payouts.
Let us note that the project is implemented since 2014 (in three regions of Kazakhstan – Akmola, East Kazakhstan, Zhambyl regions, since July 2015 in 87 districts). In 2017 the piloting of the project will be implemented in all regions of Kazakhstan.
Taking into account the positive results of the implementation of the project within the framework of the 84th step of the National Plan – 100 concrete steps to implement 5 institutional reforms announced by the Head of State, on October 28, 2015, the Law of Kazakhstan “On Amendments and Additions to Some Legislative Acts on Social Protection of Population” from January 1, 2018, a new order of providing targeted social assistance, based on the approaches worked out during the piloting of the “Orleu” project.
As of January 1, 2018, the new format of the ASP will be paid for families with incomes below 50% of the subsistence minimum (today 40%) for each family member, with the condition of the mandatory participation of able-bodied family members in active employment promotion measures, instead of the current special state benefits Large families, state allowances for children under 18 and targeted social assistance (old format).
