Head of State signs decree on further advancing the public administration system

Head of State Nursultan Nazarbayev signed the Decree On Further Advancing the Public Administration System in the Republic of Kazakhstan, Akorda Press Service reports.

In order to improve the efficiency of public administration, it is hereby ordered as follows:

1. To reorganize:

1) The Ministry of National Economy of the Republic of Kazakhstan with delegation of following powers and functions to the Ministry of Health and Social Development of the Republic of Kazakhstan:

forming state migration policy;

organizing and implementing cooperation within the competence with foreign states authorities and international organizations in the field of migration processes;

2) The Ministry of Health and Social Development of the Republic of Kazakhstan with delegation of functions and powers to the Ministry of Internal Affairs of the Republic of Kazakhstan in the field of interagency coordination and implementing state policy on migration, monitoring, analyzing and forecasting migration processes, aside from the functions and powers on generating and introducing to the Government of the Republic of Kazakhstan the proposals on forming regional quotas on repatriates and migrants receipt, the quota for foreign labor force, social protection of migrants in accordance with the legislation of the Republic of Kazakhstan, forming a unified database of migrant workers and ethnic Kazakhs, control within the competence over the observing the legislation of the Republic of Kazakhstan on migration.

2. The Government of the Republic of Kazakhstan to make provisions for:

1) Forming the Migration Service Committee of the Ministry of Internal Affairs of the Republic of Kazakhstan in the framework of redistributed regular staffing;

2) Redistributing the regular staffing among the reorganized state bodies in coordination with the Executive Office of the President of the Republic of Kazakhstan;

3) Developing the Migration Policy Concept of the Republic of Kazakhstan for 2017-2021 until April 1, 2017;

4) Adopting other measures arising from the present Decree.

3. To assign the control over execution of the Decree to the Executive Office of the President of the Republic of Kazakhstan.

4. The Decree comes into force from the date of signing, the Decree stated.
