Head of State receives participants of int’l conference devoted to Kazakhstan’s Constitution Day
Nursultan Nazarbayev met with participants of the International Conference devoted to Constitution Day of the Republic of Kazakhstan.
President of Kazakhstan expressed gratitude those present for the opportunity to visit Kazakhstan and participate in the celebration of the Day of Constitution and noted that an international conference that brought together a large number of foreign experts allowed sharing of knowledge on the formation of the rule of law
We set a high value on cooperation and the opportunity for mutual exchange of experience in constitution building and are grateful for valuable recommendations and advice,” Nursultan Nazarbayev said.
The Kazakh Leader told about the history of development of constitutionalism in Kazakhstan from the moment of independence.
In spring of 1995, together with a group of legal scholars, we discussed which constitution we should adopt. I personally reviewed the constitutions of 20 countries in Europe, America, and Asia in search of provisions that would be suitable for our state. We could not simply adopt in a pure form the constitution of another country. Thus, we came to the Constitution adopted in December 1995 in a national referendum, which was supported by the overwhelming majority of citizens. It became the Basic Law, according to which we live today, build our state, strengthen our independence. The Constitution is constantly reformed and improved in accordance with the requirements of the times. For example, at the beginning of last year I initiated a constitutional reform on the redistribution of a number of presidential powers between the Parliament and the Government, with the expansion of the independence and responsibility of the latter, the Head of State said
Nursultan Nazarbayev noted that Kazakhstan is purposefully pursuing a policy to establish the rule of law while ensuring the supreme legal force of the Basic Law and stressed that the country’s successes in the international arena were evidence of its high authority and confirmation of the effectiveness of the principles of peaceful foreign policy laid down in the Constitution
The successes of Kazakhstan are unconditional and recognized by the world community. For a quarter of a century, we increased the economy by 22 times, improved the lives of Kazakhstanis, created a multi-ethnic and multi-confessional state in which people can freely send their religious rites, speak their native language, preserve their culture. This is confirmed by the VI Congress of Leaders of World and Traditional Religions, which will be held in Astana this year, Kazakhstan’s President noted
In turn, international experts expressed their gratitude to Nursultan Nazarbayev for the invitation and noted that the celebration of the Constitution Day demonstrates the high importance of the most important document of the country, which represents a solid basis for regulating relations between different institutions and acting guarantor of the protection of rights and freedoms.
“The celebration of Constitution Day is truly civilized action of an educational nature that is aimed to create and spread constitutional values among the citizens, in particular, among the youth. It also demonstrates the aspiration of the public and an ideal road to achieve public accord, peace and stability,” Chairman of the Constitutional Council of People’s Democratic Republic of Algeria Mourad Medelci told.
At the end of the meeting, the Kazakh head of state underlined that in ensuring constitutional legality the special role goes to the bodies of constitutional jurisdiction, the highest mission of which is to observe the rule of law.
The meeting was attended by Chairman of the Constitutional Council of Kazakhstan Kairat Mami, Chariman of the Constitutional Court of Azerbaijan Farhad Abdullayev, Chairman of the Constitutional Council of People’s Democratic Republic of Algeria Mourad Medelci, Chairman of the Constitutional Court of Armenia Hrayr Tovmasyan, Chairman of the Constitutional Court of Bulgaria Boris Velchev, Chairman of the Constitutional Court of Latvia Ineta Ziemele, Secretary General of the World Conference on Constitutional Justice Stefan Durr, Chairman of the Court Chairman of the Court of the Eurasian Economic Union Zholymbet Baishev, Deputy Head of the Presidential Administration Aliya Rakisheva.
