The Government and the National Chamber of Entrepreneurs Atameken have close collaboration for efficient implementation of the tasks put forward by National Leader Nursultan Nazarbayev and President Kassym-Jomart Tokayev to ensure quality economic growth and welfare of Kazakh citizens, the PM said.
As of today, over 30% of the active population is engaged in small- and medium businesses, thus the SME share makes up 28.5% of the economy.
The Government and the National Chamber of Entrepreneurs have the strategic task to increase the SME share to 35% by 2025, and to 50% by 2050. To this end, the systemic and structural measures are taken, he said.
Manufacturing, fuel and energy, agriculture, tourism, transport and logistics have the great potential for investment.
We call on domestic businesses to actively participate in the said processes and make efforts to create attractive conditions for Kazakh and foreign investors, he said.
Owing to the work done Kazakhstan has climbed up to 25th spot in the Doing Business rankings, as well as the 8th package of legislative initiatives to further improve a business climate is under way, focusing on simplifying the procedures of opening bank accounts, registration of enterprises, VAT payers, as well as better protection of minority shareholders.
The legislation will be laid out for the presumption of good faith of entrepreneurs, as well as any confusion or issues unsettled by the existing law will be addressed in favor of entrepreneurs. The transitional period is envisaged in relation to the norms placing additional obligations on businesses and citizens.
The Kazakh Premier pointed out that the State programme Business Road Map – 2020 enabled to provide grants to over 14 thousand projects for total 2.5 trillion tenge in credit, and overall grants paid have stood at 240 billion tenge.
Given the State programme’s high efficiency, it will be extended to 2025, he said.
As part of the 5 social initiatives of the Head of State, around 24 thousand micro loans have been provided, thus over 22 thousand persons received jobs. Under the Bastau Business project, over 88 thousand persons have undergone training in doing business. Other 300 thousand persons will get a professional education.
The Kazakh Prime minister stressed that the development of local content is under special control; measures are adopted to protect the domestic market from hazardous and poor-quality produce, the functions of the simple things economics’ project office have been extended, 10 priority product groups for import substitution have been defined.
Such measures led to the decrease in imports by $5 billion, the import of inflation and rates of interest on loans. The State will come up with a full package of necessary support measures, Askar Mamin said.
The Government and the National Chamber of Entrepreneurs Atameken are about to conduct a country screening to search for growth points in regions. So far, the system has around 1.8 million data on respondents, covering 6 thousand settlements. It is expected the State support measures will be worked out at regions and settlements levels.
The Head of Government referred to the need for greater exports of non-commodity goods with a high-value added. I so doing, 500 billion tenge is provided for the next 3 years, as well as 7 product groups were defined to diversify the export.
