Government simplifying procedures for regional PPP projects
The PPP Law provides for special opportunity for regions to apply the simplified procedure for small model projects, Minister of National Economy Kuandyk Bishimbayev reports at the Government meeting chaired by the Prime Minister of Kazakhstan Bakytzhan Sagintayev: Applying simplified procedures enables to reduce the terms from concept examining to the contract signing up to 4-6 months, which is 2.5 times less than the standard procedure.
According to the speaker, in accordance with proposals of Atameken NCE, second-tier banks and regions, the Rules of Planning and Implementing the PPP projects will be amended to reduce the periods of examining and approving. Thus, the project concept examination will be reduced from 75 to 30 days, the tender documentation � from 70 to 35 days, qualifications-based selection � from 15 to 5 days.
In addition, it is proposed to consider the income with subsidies and exemptions taken into account when determining the limits of local executive bodies, the limits for 2017 of which will be increased almost 2 times.
In general, in order to evaluate the level of PPP application in regions, in addition to the indicator of at least 5 projects a year, it is also proposed to determine the indicator for preparing the PPP projects in the amount not less than 25% of the budget for local executive bodies development (about 22% of the local executive bodies limit for PPP), which, in our opinion, will give impetus to the development of PPP and execution of limit of government obligations of local executive bodies on PPP, the Minister stresses.
