Government session: digitalization of transport and logistics

On May 2, Prime Minister of Kazakhstan Bakytzhan Sagintayev chaired a meeting of the Government devoted to the export policy, export support measures, consumer protection, digitalization of transport and logistics. Minister for Investments and Development of Kazakhstan Zhenis Kassymbek and Chairman of Kazakhstan Temir Zholy Kanat Alpysbayev reported on the main digitalization projects and their economic effect in the sphere of transport and logistics.

According to Zh. Kassymbek, eight basic components of the Intelligent Transportation System (ITS) have been defined on the basis of the international experience. The Republican level includes four main systems.

The first component is the System of fees collection, as well as the collection and provision of information about road conditions to road users. In the current year, the work is underway to introduce a fee system in the areas of Astana-Temirtau, Almaty-Kapshagai, Almaty-Khorgos, with a total length of 469 km. Also, the work is carried out to design a charging system at 13 sites with a total length of 5,500 km. In general, until 2020, it is planned to introduce pay for 16 road sections, Zh. Kassymbek said.

For reference: the implementation period is 2017-2020. The economic effect: annual fees from 3 sites – 3.9 billion tenge per year, annual fees from 16 sites – 30 billion tenge per year, new workplaces – 1689 people.

The work is carried out to develop a mobile application, use RFID tags for contactless write-off while traveling, and to install video cameras, weather sensors and placards to inform drivers.

Special Automated Measuring Tools (SAMT), the second component, are necessary to provide weighing of vehicles, intensity accounting, electronic registration of permits for travel.

The experience of the countries in applying SAMT shows that during the first year of the system implementation the number of violations decreases from 50 to 85%. In the current year, it is planned to launch 12 SAMT, and in general by 2020 to bring their total number to 46 units.

Speaking about the third component – the system of road assets management, it will optimize the expenses allocated for the maintenance and repair of roads on the basis of detailed data on the state of roads.

By the results of the introduction of the system on the republican network by 2025, we expect an economic effect of 110 billion tenge due to optimization of expenses for their life cycle, Zh. Kassymbek continued.

Annually about 60 thousand of heavy, large-sized and dangerous cargoes are transported. The number of passengers carried in international and inter-regional communications is 44.3 million people. In this regard, an important issue for ensuring security in these transport operations is the introduction of a Dispatch and online monitoring system for compliance with routes.

Also there are four main components of ITS for cities, two of which are mandatory for all regional centers: Photo and Video Recording System, andMonitoring System for Passenger Transportation and Electronic Billing.

Traffic Control System is designed to increase the throughput of intersections with the help of dynamic control of traffic lights.

The main function of the Park Management System is to optimize the use of the parking space of large cities to normalize the overall road and transport situation.

In addition to ITS projects, there are projects for the digitization of certain areas and processes in the civil aviation and railway industry. We plan to receive the overall economic effect from the introduction of these projects to the amount of 380 billion tenge by 2023, Zh. Kassymbek summed up.

Chairman of Kazakhstan Temir Zholy, Kanat Alpysbayev, reported on the implementation of the sectoral Strategy Digital Railway for 2018-2022.

K. Alpysbayev informed about the introduction of modern information systems in the key operating segments of the Company � freight, passenger transportation, railway infrastructure and transport logistics.

The Digital Railway strategy provides for the implementation of 21 projects, two of which are carried out under the state program Digital Kazakhstan, the Chairman of KTZ said.

In the sphere of passenger traffic, the objectives are to increase the focus on customer, improve the quality of services provided. So, in the framework of electronic ticketing, passengers are presented with an alternative possibility of obtaining tickets through Internet resources and over 17 thousand terminals. Transparency in the availability of seats in trains, as well as the functions of waiting list and train rating have been provided. Last year, e-ticket sales accounted for 64% of the total number. By 2020, the goal is 90% transition to e-tickets.

It is planned to implement a system of centralized management of customer appeals 24/7, which will improve feedback from clients through prompt response to complaints, K. Alpysbayev added.

Digitalization of processes in the sphere of multimodal transport is aimed at the development of transit container transportations. A single platform for the electronic exchange has now been created. Its participants are more than 1700 customers. The automated system of processes on the FEZ Khorgos – East Gate was introduced. This reduces the passage of vehicles through the checkpoint from 10 minutes to 30 seconds, the costs of participants at registration � from Euros 2000 to Euros 200, and also reduces the risks of corruption offenses.

In order to reduce the time for processing orders and choose the optimal logistics route, an integrated multi-modal transportation management platform is being implemented on the principle of “single window, K. Alpysbayev noted.

Information systems are also being introduced in freight rail transport. They increase the efficiency of the transportation process, ensure the timely delivery and safety of goods, simplify the procedures for crossing the borders of other railway administrations.

The company implemented a service for online tracking of goods, introduced a system of electronic lock devices that ensure the safety of cargo and prompt response to attempts to unauthorized access to cargo, introduced an automated system Contract and commercial work. A 100% paperless application for cargo transportation was implemented, as well as integration with the Astana-1 Information System of the SRC MF RK, K. Alpysbayev said.

Within the framework of the Digital Railway, the Company is working on cost optimization, the implementation of the digital path diagnostics project, the Traffic Management and Digital Services Center at 17 railway stations.

According to preliminary estimates, the total economic effect from the implementation of the Strategy’s projects will be 115 billion tenge.

Successful implementation of the projects of the state program Digital Kazakhstan will ensure the improvement of the country’s logistics environment, K. Alpysbayev emphasized.
