Government establishes new approaches to developing industrial zones


The Government meeting chaired by Prime Minister Bakytzhan Sagintayev considered matters of legislative support for the activities of industrial zones.

According to the Ministry of Investments and Development, among the identified problems that impede efficient functioning of industrial zones, the main ones are the lack of legislative regulation of their activities and a single state body responsible for the policy of creating and operating zones.

In this regard, the Ministry proposes to amend the legislation, in particular, to regulate the activities of private industrial zones. It is proposed to transfer functions on forming state policy for the development of industrial zones from the Ministry of National Economy to the Ministry of Investments and Development. And at the same time, leave issues of developing zones to local Akimats.

Legislative regulation of land issues is also required, which provides for the simplified procedure for registration, legal basis for the return of land, in case of unfair or irrational use and guarantees for transferring the land plot to investors after the project is implemented.

In Kazakhstan today there are 22 industrial zones with a ready infrastructure for processing industry projects in the regions. 107 production facilities have been launched, with investments amounting to 100 billion tenge, 7700 jobs were created. Another 150 investment projects are at implementation phase, 21 industrial zones in 13 regions are at the stage of construction and design.
