Government discusses the concept of the public health service
Today, the Government meeting chaired by Prime Minister Bakytzhan Sagintayev, with the participation of heads of public organizations, as well as WHO representatives, discussed the concept of the public health service for Kazakhstan.
Minister of Healthcare Y. Birtanov reported that one of the main directions of the Densaulyk Healthcare Development State Program for 2016-2019 is the establishment of the public health service, which will have to regulate and coordinate the interdepartmental work on strengthening the population’s health.
In Kazakhstan, as in most countries of the world, the main reasons of morbidity and mortality are chronic non-communicable diseases, with infectious diseases accounting for only 2% of the total. In recent years, Kazakhstan has seen an increase in spending on treating non-communicable chronic diseases, which constitute 95-96% of total costs.
The model of public health will allow shifting focus from the treatment of diseases to their prevention and management. In Kazakhstan, it will be built around the ten basic operational functions of public healthcare, as defined by the World Health Organization.
Among them are epidemiological surveillance of the health and well-being of the population, monitoring and responding to health risks and emergencies, protecting health, including ensuring the safety of the environment, labor, food, and disease prevention, including early detection of health problems.
In addition, these functions will include providing the healthcare sector with strategic guidance, competent personnel, as well as a stable organizational structure and funding. In addition, its functions will include public outreach and the promotion of public health research.
The main areas of development of the service at the moment include: formation of a regulatory framework and budget programs; development of the services register; strengthening the potential of the healthcare sector, including infrastructure development, creation of a unified IT platform and human resource development; as well as development of public-private partnerships through the involvement of business.
In general, the development of the public health service will make it possible to achieve indicators not only of the Densaulyk State Program, but also global indicators reflecting the health of the nation. This will also allow help control the growth rate of healthcare costs, if all sectors of the state are involved and if the population adopts a healthy lifestyle.
Following the discussion, Prime Minister Bakytzhan Sagintayev instructed to solve all organizational issues on creating the public health service by the end of the year.
