Government considers new mechanisms for cinematography development
Todays Government meeting chaired by the Prime Minister of Kazakhstan Bakytzhan Sagintayev considered the main approaches to the domestic filmmakers support and the draft cinematography development concept.
According to the Minister of Culture and Sport A.Mukhamediuly, Kazakhstan released last year a number of successful films, popular both in the country and in the global market.
Among them is a last-years leader of the Kazakh and Russian film distribution 28 Panfilovs Men, the 5th part of the epic Way of the Leader � So Were the Stars, which premiered in Russia, China, France, Hong Kong, Greece, Akhan Satayevs film Road to Mother, etc.
Over the last three years, Kazakhfilm studio has presented to a wide global film distribution 75 films; all of them were able to represent the potential of Kazakh cinema.
In order to further develop the cinematography, the legislative work plan for 2017 includes the development of a bill On Cinematography, which is to determine the legal basis for activities in this sphere, to establish the state support measures, and to determine the principles of regulating public relations in the film production process. In March this year, the document will be introduced to the Government; the Parliament will consider it in May.
In February 2016, the Government tasked to develop a draft concept of cinematography development. The draft document has been developed and has been widely discussed.
The main approaches of the industry development have been determined with the best international practices taken into account, including separation of functions between the cinematographic institutions, infrastructure transformation, creating conditions for the film production development and access to the world film distribution market. This is the practice of the US, France, Germany, Russia, the UK, China and many other countries, which have established at the legislative level the significant tax benefits, preferential treatment for the filmmaking, there are special funds and cinema support centers there.
In general, all the main directions of the industry development are identified in the draft concept developed. Its adoption will solve a number of issues regarding the further state support for the industry, producing, storing and digitalizing film material, conversing existing infrastructure, etc.
