Government considers implementation of Astana-1 Automated Information System
As noted by Bakhyt Sultanov, the improvement of customs administration is carried out within the framework of the Nation’s Plan 100 Concrete Steps, the norms of the new Customs Code, which came into force on 01.01.2018.
The information system Astana-1 is being introduced in cooperation with UNCTAD. So, from October 1, 2017, the “Customs Declaration” subsystem was launched, more than 200 thousand transit declarations have been issued, of which more than 92% was issued in less than 1 minute (more than 180 thousand transit declarations). Since January 1, the “Customs Declaration” subsystem under the customs procedure “Export” has been put into operation.
“Since April 1 of the current year AIS Astana-1 has been functioning according to import and other customs procedures. To date, 16300 declarations for goods have been registered for imports, of which 90% of declarations for goods were issued automatically, through the “green corridor,” said Bakhyt Sultanov.
The Minister of Finance noted that the money released through the introduction of the system will be sent by the participants of foreign economic activity to the turnover, which, according to the calculations of the MF RK, will provide additional revenue of about 12 billion tenge in 2018, and by 2025up to 20.3 billion tenge, to the budget of customs revenues and taxes.
One of the projects implemented jointly with UNCTAD is the Single Window. All the necessary preparatory work related to the transfer of business processes, the issuance of permits were conducted and sent to a technical team of developers. In May 2018, it is planned to launch the portal and components of the Single Window in the pilot mode.
An important direction in accelerating the passage of customs procedures is the development of physical infrastructure. In this direction, modernization of all automobile checkpoints is planned.
“At the Kazakh-Chinese border, construction of the new Nur Zholy crossing point is under the PPP mechanism. The completion date is June 2018. Reconstruction of the remaining 8 automobile checkpoints is planned to be implemented through attraction of a preferential government loan of the People’s Republic of China,” said Bakhyt Sultanov.
Minister of Information and Communications, D. Abayev, in his turn, reported that in accordance with the Law “On Informatization” the technical task for the creation of the Astana-1information system was approved. In April of this year, the adaptation of Astana-1 IS and its E-licensing was introduced to the State database.
The Roadmap has been prepared and approved, under which the number of required documents and the service term will be reduced from 26 working days to 8 working days, and the work will be transferred from partial to full automation.
At present, 63 customs points are connected to the system via terrestrial communication channels, 8 checkpoints via satellite communication.
“The Ministry, as far as technical feasibility studies, works to connect customs posts to high-speed communication channels to support the operation of the Astana-1 IS,” Dauren Abayev summed up.
Ablay Myrzakhmetov, Chairman of the Board of the Atameken NCE, told about the benefits for business and existing issues in the implementation of the Astana-1 IS.
