Government considers effectiveness of local police’s work on ensuring public security in regions

The local police service, established in the implementation of the 30th step of the Plan of the Nation, began operations January 1, 2016. One of the goals of its creation is to ensure the accountability of the new service to the local community, and increase the level of public confidence in the work of the police. Tasks of local police: protection of public order, counteraction to household criminality, road safety; ensuring “zero tolerance” for minor offenses.

The Minister of Internal Affairs noted a decline in the indicators of the vast majority of types of crimes.

“The number of particularly serious, serious types of crimes, as well as medium and minor, has decreased. Among them are theft, robbery, rape and other crimes. There has been a tendency of reduction in the crimes committed by persons convicted earlier, as well as minors,” Kassymov informed, noting that this is the result of joint work of the Ministry of Internal Affairs with akims of the regions on crime prevention, public order protection and road safety.

Kassymov noted that since the formation of the local police (January 2016), its material and technical base has been substantially strengthened by road transport, communication facilities, and computer equipment.

In addition, the improvement of the personnel situation of the road patrol police is facilitated by the measures taken to gradually transfer sergeant posts to officers in these units. To date, more than 3,000 posts have been transferred to officers. However, in some regions this work was carried out in part. The Minister of Internal Affairs drew the attention of the regional leaders to this problem, stressing that the solution of this issue would not only raise the salaries of policemen, but also improve the quality of personnel, and also stop their turnover in these divisions.

At the same time, logistical support of the local police service units has significantly improved. Akimats of regions for local police allocated separate buildings and premises, built police precincts, conducted current and major repairs, purchased vehicles. In this direction, Kassymov voiced a proposal to build a family-type hostel for the officers of drill police units in each regional center, a large city.

Minister Kassymov also outlined a number of issues, which require support from the akimats. The first is the prevention of offenses. The potential of this service by the akimats is still inadequate: in the prevention of thefts carried out by the local police, it is necessary to involve local authorities, institutions and organizations, public groups and the population.

The second is the prevention of juvenile delinquency.

“We need to develop a proven experience of school inspectors. Now 2,178 inspectors work in schools, they daily cooperate with the school administration, parents’ committees. It is required to additionally introduce even more than 1,900 employees for this service,” said the minister, indicating that this will allow for early prevention of drunkenness, drug addiction, and crime in the teenage environment.

Third � the protection of public order. As Kassymov reported, the practice of recent years shows that for this it is necessary to equip with video surveillance systems. Currently there are about 6,000 CCTV cameras, which are directly placed in the Operational Management Center. With their help, more than 288,000 administrative violations were suppressed, and 2,074 crimes were discovered.

In the regions, the “Safe Yard” project is successfully implemented, within which more than 67,000 cameras were installed. In 2018 with their help, over 1,500 crimes were discovered in the courtyards of houses, over 212,000 crimes were revealed.

“The measures taken make it possible, in general, to restrain street crime, actively detect and suppress petty offenses. This, of course, contributes to the formation in society of the principle of ‘zero tolerance for disorder,’ Kassymov said, voicing the proposal to develop modern video surveillance systems in the regions. At the same time, according to him, one should adhere to a unified technical policy developed by the Ministry of Internal Affairs. This will make it possible to ensure the compatibility and integration of all input systems into a single republican network.

The fourth is road safety. In this direction, according to the minister, it is necessary to actively implement automatic systems for fixing traffic violations. For example, in Astana, within the framework of the PPP project, work has begun to equip 400 intersections and 300 linear sections of roads with cameras for photo-video recording of the Sergek system. Since the beginning of 2018, 260,000 administrative offenses have been fixed by them, and fines for 740 million tenge have been collected to the budget. As a result, the number of road accidents in Astana decreased by 20%, the number of deaths � by 50% and wounded � by 21%. Accordingly, the number of employees supervising traffic has decreased. In the near future, similar projects are planned to be implemented in Aktobe, Atyrau, Pavlodar, West Kazakhstan and East Kazakhstan regions.

The reports of akims of a number of regions and heads of regional police departments were heard at the meeting. The work of the local police services was reported by the chiefs of the police departments of the Aktobe region M. Abissatov, Atyrau � A. Duissembayev, the police chief of Astana M. Kozhaev and the deputy chief of police of Almaty N. Massimov. Akim of Aktobe region B. Saparbayev, Almaty akim B. Baybek and akim of Astana B. Sultanov reported on the measures taken to ensure public security in the regions.
